Peace plan Elon

The Peace plan Elon or plane Elon is a proposal brought to the israélo-Palestinian Conflit formulated by the rabbi Binyamin Elon, then Minister for tourism of the Israeli government of Ariel Sharon. This plan goes against the proposals which were made before and defends:

Judged out of matter at the time by the majority of the Israelis and the Palestinians, a survey in 2005 however credited the Elon plan with a broad support of the Israelis, in opposition to the Disengagement plan of the occupied territories applied by Ariel Sharon.

Details of the plan

In 1988, Jordan cancels its claims of control on the West Bank and withdraws the Jordanian citizenship with the Palestinians who live there. The Elon plan envisages to require of Jordan to again accept like citizens the inhabitants of the West Bank and the Gaza Strip. Those which among these new Jordanian citizens would not wish to move, would remain then in Israel as foreign permanent residents (without rights to vote), provided that they respect the laws peacefully.

According to Elon, all these provisions could be taken in agreement with Jordan and the Palestinian population. Moreover, Elon and its party, Moledet, propose that the international community and Israel allocate resources for:

  • " to finish the exchange of population started in 1948 " , and
  • " to finance a total rehabilitation of the refugees and their integration and naturalization in several host countries ".

Elon continues to defend its plan. It went besides to Jordan in 2004.

Discusses on the plan

The defenders of the plan propose several supposed advantages:

  • end without delay of the israélo-Palestinian conflict ,
  • the resolution of the problem of the Palestinian Taken refuge by helping them to obtain a nationality and rights in host countries ,
  • the disappearance of the threat on the identity of Israel as a Jewish State, even after annexation of the territories .
  • They also affirm that the weak current popularity of the plan would not prevent it from being viable and that it could be legitimately constant like international plan.

The detractors of the plan answer that the Palestinians would not accept to in no case, not more than the Jews, to start from their native soils, and they also doubt that Jordan can accept them. The plan is not for them not conceivable in the state. Some went as far as showing Moledet cynically to propose departures authorized while secretly preparing expulsions which would be connected with ethnic cleaning. The detractors of the plan also estimate that this plan would set up officially a Apartheid within the Israeli borders, since Palestinian inhabitants, because Arab, would not be authorized to vote.
