Peace-breaker
In humane International law or Right of the war, a State is regarded as peace-breaker , when this one breaks peace in an intentional way, or when this one is perceived, taking into consideration the United Nations or taking into consideration State directly concerned, as being a potential danger and representative the risk of a threat (aggression, under the terms of the Chapitre VII of the Charter of the United Nations) imminent, against peace or the Maintien of peace.
