Paul Doumer

Joseph Athanase Paul Doumer (Aurillac, Cantal, March 22nd 1857 - Paris, May 7th 1932) is a statesman French. Radical, with time, it was directed more and more with right.

Biography

Its beginnings

This wire of railwayman was dispach rider at 12 years then working engraver.

Former student of the Conservatory National of Arts and Trades, it obtains a license of mathematics (1877) and a license in right (1878).

In 1888, it becomes appointed radical of Laon, then of Auxerre in 1891. Of November 1st 1895 with the April 23rd 1896 he is Minister for Finance in the government of Leon Bourgeois, under the presidency of Felix Faure.

In 1878, it marries Blanche Richel which gives him eight children including four dead during or of the continuations of the First World War.

Indo-China

General governor of the Indo-China of 1897 with 1902, he was the burning defender of the construction of the railroad Transindochinois. He indeed conceived the colonial structure of Indo-China by basing the government with ha Noi. It remains, with Hanoï, a metallic bridge which bears its name: the Bridge Doumer. This bridge was designed by Gustave Eiffel like the internal structure of the statue of freedom and turn celebrates it.

It took part with the Doctor Yersin in the creation of a first Sanatorium in Dalat, and in the acclimatization of the Hévéa (tree with rubber). Finally it initiated the creation of the port of Haïphong. Ha Noi was the first town of Asia to have electricity, Paul Doumer being one of the first administrators of the General Company of Electricity (created by Pierre Azaria).

President of the Republic

Its career culminated with its election with the presidency of the Republic the May 13rd 1931 (after its unfruitful candidature of 1906). It belonged to the Trust of the lefts, in which it represented the general secretary of the radical party.

Death

It undergoes an attempted murder the May 6th 1932 with Paris by a Russian emigrant: Paul Gorgulov. He died of the continuations of his wounds the May 7th 1932 at 4 hours 37 of the morning. After funeral with Notre-Dame and the Pantheon, it was buried in the family vault of the Vaugirard cemetery.

It was Franc-maçon and was implied in the Affaire of the cards.

The withdrawn prestige of the patriotic sacrifice of its four sons died for France because of Great War was an asset essential in the rise in Paul Doumer with the presidency of the Republic. They had inspired to him before a work of morals for the children entitled the Book of my sons , published for the first time in 1906. It was about:

  • Marcel Victor Doumer (Laon 1886 - with the Face 1918) Engineer, Pilot Captain of Cavalry become , died of its wounds in a Ambulance after being cut down whereas it ordered the flotilla SPA 88.
  • Rene Leon Doumer (Laon 1887 - Burgundy (the Marne) 1917) officer of active, last captain of cavalry pilot, ace of aviation (7 victories) killed in aerial combat whereas it ordered the flotilla SPA 76.
  • Andre Karl Doumer (Paris 1889 - Nancy 1914) lieutenant of Artillery died of its wounds in a military hospital.
  • Armand Doumer (Auxerre - 1889 - Paris 1922) Doctor dead assistant medical officer of the continuations of his intoxication by the Poison gas.
