Paul Bremer

Paul Bremer , of her complete name Lewis Paul Bremer III, also called Jerry Bremer , born the September 30th 1941 with Hartford (Connecticut), is an American diplomat.

He is named the May 6th 2003 as director of the rebuilding and humanitarian aid in Iraq, after the invasion of this country by the the United States and their allies, to replace Jay Garner. It arrives at Baghdad the May 11th.

Biography

Bremer attends the Philips Academy then the Université Yale where it obtains a license in 1963. In 1967, it obtains a control in business administration with the Université Harvard. This year, it enters to the State Department as general officer to Kabul (Afghanistan).

Thereafter, it continues its university course with the Institut of political studies of Paris where it obtains a certificate of political studies. It is also in function with Blantyre (Malawi) as economic and commercial officer between 1968 and 1971. During the Years 1970, Bremer occupies various stations at the State Department: he is in particular the assistant of Henry Kissinger between 1972 and 1976. Mission leader with Oslo of 1976 with 1979, it returns in country where he becomes the assistant of the Secretary of State between 1979 and 1981.

Ronald Reagan names it Ambassadeur with the Netherlands in 1983 then ambassador for the Antiterrorisme in 1986. It leaves the State Department in 1989 and becomes one of the directors of Kissinger Associates, company of Consultant S active in the whole world and founded by Henry Kissinger. It becomes then general President-director of Marsh Crisis Consultant which offers council on the risks and the insurances and is being a subsidiary company of Marsh & McLennan Companies, Inc.

In 1999, it is named president of the National Commission on terrorism by Dennis Hastert. At the end 2001, it is named deputy manager, with old the public prosecutor Edwin Meese, of the work group on the internal security of the Heritage Foundation which poses the principles of the future department of the internal security. Indeed, during two decades, Bremer was regularly auditioned by the Congrès and is recognized like an expert of the Terrorisme and internal security.

Married to Frances Winfield, with which it has a girl and a boy, it speaks, in addition to the English, the French, the Norwegian , the Persan and the German .

Administrator of Iraq

Following the withdrawal of Jay Garner as civil administrator of Iraq, Bremer is named at this station. Its administration concerns the American Department of Defense and, as an administrator, it pays directly to the secretary with defense. Contrary to its predecessor, it is not a soldier and one awaits from him that it brings political and diplomatic competences which were lacking with old the Général. Nevertheless, certain groups fighting for the Human rights express doubts because, when Bremer was member of the National Commission on terrorism, it had supported an easing of the rules of the the CIA which prevented it from working with groups and private individuals having made matter abuses of human rights.

The July 13rd 2003, Bremer approves the creation of a temporary Government council so as to “guarantee the representation of the interests of the Iraqi people”. The members of the council are named by him and are chosen among political trainings, the Ethnie S and the religious leaders who opposed the government of Saddam Hussein. Although important capacities are transferred to this council, Bremer preserves a right of Veto on their proposals.

In January 2005, after its departure of Iraq, an official report of the general inspector for the rebuilding of Iraq, Stuart Bowen, quoted in Time , announces the disappearance of 9 billion dollars intended for the rebuilding Iraq in frauds, Corruption and other embezzlements. On a register of wages in particular, only 602 names out of 8206 can be confirmed. One of the other examples quoted by the report/ratio announces that the authority of the coalition had authorized official Iraqi to delay the declarations of reception of 2,5 billion dollars received in spring by the provisional government through the program “Pétrole against food”. The Bremer ambassador retorts by a letter of 8 pages which denies all the charges of the report/ratio.
