Its work showed that the power of the Great Britain had not been founded on the Libre-échange but on a Protectionisme aggressive founded on the military power of the Royal Navy, and a high policy of Customs duties thanks to the development of a State sophisticated fiscalo-soldier.
He is one of the principal theorists of the rehabilitation of the Mercantilisme in which he sees the origins of the industrial policy. He contributed to inspire work of Paul Bairoch.
