Parliamentary Parliament of the Council of Europe

The parliamentary Assemblée of the the Council of Europe is the parliamentary dimension of the Council of Europe.

Short history

The Parliament was instituted by the Statute of this organization, signed in London on May 5th, 1949. Article 22 lays out that the Parliament is the body deliberating on the Council of Europe. Called Consultative Assembly in the Statute, it is usually called parliamentary Assemblée since 1974.

The parliamentary Parliament of the Council of Europe, which held its first session on August 10th, 1949, can be regarded as the most former international pluralist assembly parliamentary made up of democratically elected deputies.

Operating process

The parliamentary Parliament defines itself her day order. She discusses European and international events and examines the subjects and current problems which worry the population of the countries of Europe. The main themes approached are the human rights, the democracy, the protection of the minorities and the Rule of law. The parliamentary Parliament in general meets four times per annum at Strasbourg with the Palais of Europe, for one week. The ten standing committees of the Parliament meet throughout the year to work out reports/ratios and draft Resolutions in their fields of competence.

Composition

The Parliament counts 317 regular members and as many substitutes appointed by the Parliament for each State and coming from all the countries of Europe except for Bielorussia and from the Vatican. This number is fixed by article 26 of the Statute. Whereas at the Committee of the Ministers, each Member State has a voice, within the parliamentary Parliament, it is the number of inhabitants of the country which determines the number of representatives, and thus of voices. The members are entitled thus to the number of following seats:

The Canada, the Mexico and Israel enjoy a statute of observer.

Languages

The official languages of the Council of Europe are English and French, but the parliamentary Parliament also uses German and Italian like working languages. At the plenary sessions (who last one week and take place four times per annum), the speakers can speak in English, French, German, Italian, Russian, Greek and Spanish, bus of the interpreter's booths are planned for each one of these languages. Each member of Parliament has individual ear-phones and of a desk allowing for choice of to him which language it wishes to hear. At the time of the arrival of foreign guests speaking another language, those must either be expressed in one of the two official languages, or to be accompanied by their own interpreter.

In spite of this seemingly ideal and relatively expensive operation, it appears that the majority of the interventions in front of the parliamentary Parliament are done in English.
