Parliament of Morocco
The Parlement of Morocco () is a legislative branch of the Moroccan Gouvernement . It sits at Rabat, the capital of the Morocco.
Composition
Since 1996, the Moroccan legislative institution became bicameral. The Moroccan Parliament is composed, so of two rooms:
- the Room of the Representatives , or the Lower House. The 325 members of this room are elected for five years by the universal direct suffrage, with the list system to the proportional one.
- the Room of the Advisers , or the Upper House. The 270 members of this room are elected for nine years with renewal per third every three years. They are in addition elected by the indirect suffrage by the elected officials of the professional rooms, paid and the local government agencies.
State of exception
Within the framework of the State of exception, the Head of State (in this case the King of Morocco) has the right to dissolve the Parliament. During the Years of lead - under the reign of Hassan II -, this right was rather wrongly called upon, since the first and only State of exception which Morocco knew lasted five years, of June 1965 to July 1970. However, the constitutions adopted after this date contained many restrictions of public freedoms, close to the State of exception. Thus, until 1977, no elected Parliament supplemented its legislature under normal conditions.
Role
The role of the Parliament, and the respect of Moroccan monarchy for this last, evolved/moved considerably since 1999, date on which Mohammed VI was crowned king of Morocco. However, the powers of the Parliament are still limited insofar as the nomination of the Prime Minister and, on proposal for this last, of the Moroccan government, is one of the prerogatives of the King.
Standing committee
The Standing committees are entities made up within the room, made up of a restricted number of its members and who are charged to prepare work of the plenary sessions by generally presenting a report/ratio to it. It is in their center that the policy of the government is discussed before all and sundry do not determine their respective positions in plenary session and definitively do not ratify them by the vote.- Foreign affairs and of Islamic National defense and businesses : Fouad Ali El Himma of the Authenticity Group and modernity.
