Parliament of Catalonia
The Parlement of Catalonia ( parlament of Catalunya in Catalan) is one of the institutions which form the Generalitat de Catalunya , with the Présidence of Generalitat de Catalunya and the Executive council or Gouvernement. It represents the people of Catalogne, vote the budget of Generalitat, controls and impels the action of the Government.
History
The Catalan Corts until 1714
One can make go up the history of a parliamentary institution in Catalonia at the 12th century with the cort comtal , the court of the count de Barcelone, who joins together around him his principal vassal and of the ecclesiastics of high ranking. Little by little the cort of the count increases, while at the same time its convocation becomes rarer. One dates from the reign of the king Jacques I {{er}} the transformation of the cort comtal into corts generals , in assemblies which gather three various orders or " bras". One counts the braç militar , the order of noble and knights, the braç ecclesiastic , the order of the ecclesiastics and the braç real , the order of the royal cities, which enjoy the privilege to appoint with the corts . This system leaves in the shade the major part of the population, since the campaigns are not represented, not more than the nonroyal cities. The corts arrived, while benefitting from the periods of weakness of the royalty, to monopolize the initiative of the taxation. The king was thus subjected to their assent for raising new taxes. One can thus see there a remote prefiguration of the current Catalan parliamentary system.With the XVIIIe Century, after the War of succession of Spain, the Décret of Nueva Planta promulgated by Philippe V abolishes any Catalan institution of self-government. It was necessary to await the beginning of the XXe Century to see the constitution of a new body of Catalan self-government, the Mancommunauté de Catalogne (1913 - 1925), which was abolished by the dictatorship of Primo de Rivera.

Legislative institution of Generalitat de Catalunya (the Autonomous Community of Catalonia) composed of 135 deputies elected by the vote for all for four years with proportional in four provincial districts: Barcelona, Girona, Lleida and Tarragona. The Parliament started the 7th legislature with the elections of November 1st, 2006. Six political parties have a representation with the hémicicle: CiU 48, PSC 37, ERC 21, PP 14, ICV-EUA 12, C-PC 3. This assembly is charged to elect the President of Generalitat de Catalunya, the person in charge of the executive of the Catalan autonomy, which in its turn is charged to constitute its government, Consell Executiu. The current Parliament is chaired since December 2003 by Ernest Benach, member of ERC.
