Parliament Tibetan in exile
The Parlement Tibetan in exile is the legislative body of the Central administration Tibetan and includes/understands 46 elected members who trains the Parliament of the Deputies of the people Tibetan. Each province of the historical Tibet, the Kham, the U-Tsang and the Amdo, is represented by 10 deputies; the 4 principal schools of the Buddhism Tibetan as well as the tradition Bön are represented each one by 2 deputies; 2 deputies represent the community Tibetan in exile in Europe; 1 represents the community Tibetan in exile in North America and finally 3 deputies represent each one a field: 1 for art, 1 for science and the third for the literature. These last three deputies are named by the Dalaï Lama.
The assembly is chaired by an elected president and a vice-president every five years by the deputies in their center. The sessions of the assembly are taken place every six months. However the Dalaï Lama can convene the assembly in the event of urgency of a national level. When the assembly does not sit, a committee of twelve members manages the go concern, made up of two members by province, a member by Buddhist school and one named by the Dalaï Lama.
To remain in constant connection with the population in exile, of the local assemblies were instituted in each community of more than 160 people. These local assemblies are the exact one retorts Parliament Tibetan. Lastly, it is the Parliament which is entitled to elect the Cabinet Tibetan, the Kashag, or the Council of Ministers.
Constitution of Tibet
The Constitution of Tibet (the Official Title: The Charter of the Tibetans in exile) was adopted by the Parliament of the Deputies of the people Tibetan the June 14th 1991.
Deputies Tibetans
In 1991, Samdhong Rinpoché was named member of the Parliament Tibetan in exile by the Dalaï Lama, and he will be elected by it president. Between 1996 and 2001, it was one of the elected members of the Parliament Tibetan representing the exiled Tibetans of the Kham.
