Palestinian Legislative council
During the negotiations of the Agreements of Oslo, Israel and PLO agreed on the installation of a council, elected in the autonomous Palestinian Territoires.
Responsibilities of the Council
According to the Interim agreement on the West Bank and the Gaza Strip, the elected council and its executive arm (the Palestinian National authority, whose members are named) are competent in the civil cases (1) and are responsible for internal safety and the law and order in the autonomous Palestinian zones. All the acts of the PLC can nevertheless be modified by the Israelis.
The President of the Legislative council can obtain to the functions of the Prime Minister for the Palestinian Authority if this one is not able any more to fill them.
Evolution of the legislative council
The first PLC started to work on March 7th, 1996. This day is called “day of the democracy” by the Palestinians.

Legislative council of 1996
The first PLC is elected on January 20th, 1996 and consists of 88 seats of which:
- Fatah: 49 (4) (5)
- Independent affiliated Fatah: 15 Independent
- (Islamist mobility): 4 (6)
- Independent: 17
- others: 3 (7)
In this council, one counts 5 women, 3 Fatah and 2 Independent. Six seats are reserved for the Christians and for the Samaritains which are small people connected with the Judaïsme. The six Christian seats were occupied by Fatah and 3 independent candidates; the elected Samaritan is independent affiliated a Fatah.
The President of the legislative council is then: Rawhi Fattuh . He exerted the functions of President of the Palestinian Authority with died of Yasser Arafat.
Legislative council of 2006
A second poll was held the January 25th 2006 to elect the new Palestinian Legislative council. According to the official results of legislative, the Hamas obtains the relative majority to the Palestinian Parliament.
The President of the legislative council is Abdel Aziz Duwaik since the February 18th 2006.
