Paisley (diseño)
The Council for Mutual Economic Aid or CMEA (also indicated under the acronym English the Comecon , Russian СЭВ in ), was an economic organization of mutual aid between various countries of the Communist bloc. Create by Stalin in 1949, it east dissolves with the fall of the Soviet empire in June 1991, at the end of the Cold war.
The purpose of this organization was best the Planification and specialization of national industries of the communist countries. After the Second world war, the countries known as “socialist” adopted within the CMEA the Clearing (compensation) bilateral, only method applicable to the foreign trade of a country with planned economy. They then introduced the multilateral clearing, more favourable to surmount the obstacles with the development of the countries of the CMEA and where the transferable rouble was to play the part of countable unit. On the macro-economic level, the transferable rouble was rather a means of comparison of the volume of the reciprocal deliveries.
The creation of the CMEA, which can be seen as a reaction to the Marshall plan which contributed with the rebuilding of Western Europe (Germany of the West, France, etc) and to the formation of the “Free world”, caused an increased economic dependence of the satellite countries of Eastern Europe towards the Soviet Union, inter alia by the obligation of the use of the “transferable” rouble in the transactions inter-States, thus reinforcing the hegemony of the Soviet Union. The organization played also an essential political role for the Soviet Union since it allowed him by subsidies, loans or sending of labor to obtain in exchange a great weight in the interior matters.
Beside the Soviet Union, the members were initially the communist countries of Eastern Europe: Bulgaria, Czechoslovakia, Hungary, Poland, Romania, German Democratic republic and the Albania (of 1949 1961 have). The Yugoslavia had the statute of associated member. Other non-European countries were added to it then: the Mongolia as from 1962, Cuba as from 1972, and the Vietnam as from 1978.
