Pagasts
A pagasts (pagasti in the plural) is the smallest subdivision of Latvia. It is articulated for most of the time around a village because the cities have a special statute: Pilseta. This subdivision is replaced more and more by the Novads which are in fact a regrouping of two or more pagasti.
