Package hygiene
In European Right, the package hygiene is a whole of five Community payments, fixing requirements relating to the hygiene of the foodstuffs and animal food products:
-
the Payment 178/2002 establishing the general principles and the general regulations of the food legislation, called “Food law”;
- the Payment 852/2004 relating to the hygiene of the foodstuffs;
- the Payment 853/2004 relating to the food products of animal origin;
- the Payment 882/2004 relating to the official Control S;
- the Payment 183/2005 establishing requirements as regards hygiene of feedingstuffs.
Bases of the regulation relating to the food hygiene
The “package hygiene” aims to remelt, harmonize and simplify them provisions as regards Hygiene appearing hitherto in 17 vertical Community directives. Its objective is to set up a single and transparent policy as regards hygiene on the whole of the European Community, applicable to all the foodstuffs and all the owners of the food sector. To date, the owners of vegetable productions primary were not concerned with this type of requirements.This new legislation applicable of the fork to the fork for the whole of the food chain at January 1st 2006 is coming into effect.
The base of this regulation is payment 178/2002 into force since January 1st, 2005, founder of the European Authority of public health of food and the network of fast alarm European. He fixes the great principles of precaution, of Transparence, traceability and he defines the specific obligations applicable to the professionals of the food chain (obligation of result), which must from now on show that they set up measurements of control adapted to achieve the goals of the regulation.
Aims in view by these new requirements
This new device aims to:- To ensure an elevated level of protection of the Health of the consumer, by taking account of health and the good being of the animals, the health of the plants and the environment;
- To guarantee the Public health food by harmonizing the monitoring systems and of control in the European Union and third countries;
- To allow freedom of movement of the products, of the foodstuffs that they come from plants or animals, as well as Aliment S for animals.
New obligations for the owners of vegetable productions
Application of payments 852/2204 and 183/2005
The provisions of the “Package hygiene” cause to reverse burden of proof of the conformity of the vegetable productions. Henceforth the owner will have to provide all the elements suitable to justify the conformity of his productions.The purpose of this device is of Responsabiliser the owner by conferring an obligation of result to him all while leaving him the choice of the means to reach this result. The owners of the sector of the consumption human or animal who are responsible for primary education production activities, transformation, distribution and export of foodstuffs or feedingstuffs of vegetable origin must take care to manage and implement these activities so as to prevent, to eliminate or reduce the dangers likely to compromise the safety of the foodstuffs and feedingstuffs.
However, payment 852/2004 and payment 183/2005 determine some of the means which the owners must observe in order to reach their obligation of result and to bring the proof of the food safety of the food products and feedingstuffs of vegetable origin is reached by distinguishing the requirements related to the primary production from those related to the transformation.
Means to implement
Declaration of the owners
Payment 852/2004 obliges the owners of the primary production to be declared near the competent authorities, and to provide the updates necessary. This obligation of recording aims to allow an exhaustive knowledge by the monitoring services of the owners of the food sector and their establishments, primary production until the direct handing-over with the ultimate consumer.The owners must put on the market of the sure products by carrying out the actions specified below.
To hold a register
This register must mention information following:
- the small island CAP or the identification of the piece,
- the culture produced on the piece,
- the trade name of the Produces plant health used,
- the quantity and the plant health amount of Produit used,
- the date of treatment,
- It (or them) date (S) of harvest.
Generally, the owner must mention relevant information and the measurements taken by the owner in order to control the dangers, such as:
- the use of Produced phytopharmacological or Biocide S,
- Any appearance of harmful Organization or diseases suitable for affect the safety of the crop products and affecting the human health,
- results of any analysis of samples taken on the plants, which are of an importance for the human health and the safety of feedingstuffs (the Mycotoxine S, the phytopharmacological Produits, the Biocide S, the Dioxine S, the Heavy metals, the Nitrate S),
- the use of seed S genetically modified within the framework of the food for animals,
- the source and quantity of each feedingstuff entry and the destination and quantity of each feedingstuff exit.
To respect the good practices of hygiene
The owner must take care of the respect of the good practices of hygiene related to the primary production of the foodstuffs and feedingstuffs, of vegetable origin, including with the related operations (transport, storage and handling):
- by taking measures aiming at controlling the contamination coming from the Air, the Water, the ground, the Manure, the phytopharmacological Produced , the Biocide S, storage, the handling and the elimination of the Waste S;
- by taking measures relating to the safeguarding of the plants which affect the human health and on the Sécurité of the food for animals;
- by taking adequate measures aiming to:
- to clean and with the need after cleaning, To disinfect in a suitable way installations, the equipment, the containers, the cases, the vehicles and the ships;
- to guarantee, if need be, of the conditions of production, transport and storage hygienic and the cleanliness of the crop products;
- to use Drinkable Water or Clean water where that is necessary in order to avoid all contamination;
- to take care that the personnel handling the foodstuffs is in good health and profits from a formation relating to the risks as regards health;
- to prevent as far as possible, that the animals and the harmful Organizations do not cause contamination;
- to store and handle waste and dangerous substances in order to avoid any contamination;
- to take care that the materials of packing do not constitute a source of dangerous contamination of feedingstuffs;
- to take account of the results of any analysis Relevant E of samples taken on plants or other samples which are of an importance for the human health and the safety of the animal feeds;
- to correctly use the phytopharmacological Produced and the Biocide S, in accordance with the applicable legislation.
To respect the good practices of hygiene at the stage of the transformation
Within the framework of the good practices of hygiene at the time of the transformation by the owner of the primary productions of vegetable origin intended for the human consumption, the owners of the food sector operating at any stage of the line production, the transformation and the distribution of foodstuffs after the primary production, conform to the rules fixed at appendix II of payment 852/2004 which concern:- buildings used for the foodstuffs;
- buildings where the food products are prepared, treated or transformed;
- mobile and/or provisional sites, with the buildings used mainly like dwelling house, but where foodstuffs are regularly prepared for their marketing;
- receptacles of vehicles and/or containers being used for transport of the foodstuffs;
- installations and equipment with which the foodstuffs come into contact;
- food waste, under nonedible products and other waste;
- water supply;
- the hygiene of the people in contact with the foodstuffs;
- conditioning and with the packing of the foodstuffs;
- heat treatment, if need be;
- the Formation of the people in contact with the foodstuffs.
Within the framework of the good practices of hygiene at the time of the transformation by the owner of the primary productions of vegetable origin intended for the animal feeds, the owners must conform to the rules of hygiene fixed at appendix II of payment 183/2005 which concern:
- installations and equipment;
- the Competence and the qualification of the people;
- conditions of manufacture;
- the Quality control;
- storage, handling, weighing and transport;
- behavior of the registers allowing the traceability;
- the implementation of the complaints and the recall of the products.
To work out and be pressed on guides of good practices of hygiene
The Guide S aim to control the dangers likely to appear at the stage of the primary production and the related operations. To control the Danger S, following measurements can be taken:
- with respect to the contaminations (Mycotoxin S, Heavy metals, Radioactive substances, Nitrate S);
- with respect to the Water, of the Waste S organics and the Manure;
- correct use of the phytopharmacological Produced and the Biocide S as well as theirs traceability;
- preparation, storage and traceability of the raw materials for feedingstuffs;
- installation of Procedure S, practices and methods allowing to guarantee that the foodstuffs and the feedingstuffs are produced, handled, packed, stored and transported under adapted conditions of hygiene, including the Nettoyage and the effective fight against the harmful Organizations;
- on the behavior of the registers.
To set up a system of Traceability
All the owners must set up a system of traceability to allow withdrawals targeted and fast in the event of crisis. They must preserve the coordinates of the suppliers for each raw material and the date of their delivery as well as the coordinates of the companies customer for each delivered food product and goes back it to their delivery.
