Order of the engineers of Quebec

The Ordre of the engineers of Quebec (OIQ) is the professional Ordre elected by the government in order to frame the practice of the genius to the Quebec.

In Quebec, the Code of the professions provides that the engineers occupy a profession on a purely reserved basis and exclusive exercise. Thus, only the engineers registered in the table of the Order and holders of a license of engineer decreed by the Order are authorized to pose of exclusiveness the acts reserved for the profession and to carry the title of engineer.

Mission

To ensure the protection of the public by controlling the exercise of the profession within the framework of its constitutive laws and to put the profession at the service of the interest of the public.

Mandate

The Order of the engineers of Quebec makes sure that the Québécois company can, justifiably, to maintain its confidence towards the profession of Engineer.

  • It controls the access to the exercise of the profession, i.e. it forces of the precise conditions to fill to become engineer and to remain it. Moreover, any engineer who wants to practice in Quebec must be member of the Order (except for the forest engineers, which has their distinct order). This membership reflects its formation and its competences.

  • It supervises the practice of its members and their professional behavior.
  • It takes care that only the members carry out the acts specific to the engineers.
  • It makes the promotion of the exercise of the occupation of engineer.

Strategic directions

  1. the Order makes sure of the know-how of the engineers, for example, by encouraging its members to maintain and improve their competences. For that, it offers workshops, conferences or various documents with their intention. It also takes part in events of formation or in the setting-up of new courses.

  2. the Order encourages the engineers to adopt a behavior deontologic and professional. It invites its members continuously into practice to put the four values of the profession: competence, the direction of ethics, the responsibility and social engagement; in addition to requiring the respect of the Code of conduct of the engineers. Thus, the Order offers to the engineers juniors a sponsorship with an engineer of experiment in order to discuss the best practices to adopt.
  3. the Order takes the initiative as regards inadequate practice with the means, inter alia, of diffusion of information. It also made there obstacle by carrying out surveys of its own boss or in answer to complaints. The inadequate professional behaviors are liable to sanctions.
  4. the Order contributes to adapt the profession, as well as the laws which control it, with the technological changes and socio-economic. For example, it takes part in the recasting of the Law on the engineers.
  5. the Order increases the notoriety and the credibility of the occupation of engineer. He makes the promotion of the profession in the secondary schools, the cégeps and the universities. On the public stage, it intervenes in files which constitute dependant stakes with the expertise of the engineers like the climate changes or the infrastructures.
  6. the Order ensures the intern an efficient management. He can thus give himself the means of carrying out major projects, such modernization of the processes and tools technological.

History

  • 1964 : The Gouvernement of Quebec approves the news Loi on the engineers; the Corporation of the professional engineers of Quebec east famous Corporation of the engineers of Quebec, and its board of directors passes from 8 to 21 members.

  • 1973 : The creation of the Office of the professions of Quebec and the adoption of the Code of the professions modify in-depth the Québécois regulation of the professional orders. The new professional system is founded on the following principle: the protection of the public is better assured if the control of the exercise of a profession is carried out by pars.
  • 1974 : The Code of the professions between into force. The Corporation of the engineers of Quebec then becomes the Order of the engineers of Quebec. The board of directors is named Bureau, which account from now on 20 members elected by their pars and 4 representatives of the public, indicated by the Office of the professions of Quebec.
  • 1976 : The code of ethics adopted in 1924 is replaced by the Code of conduct of the engineers, a payment to which must conform all the engineers.
