Order male nurse

The Ordre male nurse is a professional Ordre. Its definition specifies and its missions vary according to each country. In the principles founders, the Order male nurse is charged to indicate a professional body charged to coordinate, supervise and maintain the ethics and the deontology of the profession, like protecting the historical assets and controlling a level of income of the known as professionals. It is also given the responsability to represent the population of the professionals on the administrative level and juridique.
In certain countries, they are groupings or associations which have the load of its missions.

In Belgium

the UPRIL

The Recognized Professional Union of the Nurses of the province of Liege, in Belgium (UPRIL) is the regional inhabitant of Li2ege of the FNIB (National federation of the Nurses of Belgium). It exists since 1924. The UPRIL of course sends representatives to the level of the FNIB, but by the means of this one, amongst other things has various mandates with the CTAI, CNAI, UGIB… It is also represented in various commissions. By supporting its action, you allow your representatives to defend Your profession.

Founded in 1922, the FNIB bore the name of " then; National federation of the Nurses of Belgique".

It is given like drank to gather and unify the professional bodies scattered male nurses, friendly the professional regional ones, attached to a hospital or a school of nurses, and the professional bodies specialized male nurses.

At that time, the FNIB comprised already two sections, one French-speaking and the other Dutch-speaking one. The Board of directors was equal and the presidency of the Federation was taken in a way alternated by the two linguistic sections.

In 1924, following internal debates, a group of nurses decides to make dissidence and to separate from the National federation. They create, in 1925, " the Association of the Catholic Nurses Belges" who will become in 1962 " the Catholic National association of Nursing" (ACN).

This situation leads the any young person " National federation of the Belges" Nurses; to clearly affirm in its name the principles of " neutralité" and of " philosophical, political pluralism and culturel" who found its statutes.

In 1926, the FNIB takes the name of " thus; Neutral national federation of the Nurses of Belgique" and constitutes itself in legal personality, in the form of a non-profit-making association.

In 1952, to ensure a coherence in professional defense nurse with respect to the political powers and institutional, while keeping their own autonomy, professional associations nurses " neutre" and " catholique" are grouped under the aegis of a union: general union of the Belgian Nurses (UGIB).

In 1983, taking into account the regionalization and of the communautarization of the country, the FNIB is divided into two distinct entities according to the French-speaking and Dutch-speaking linguistic mode: the FNIB and the NNBVV.

Since 1996, five professional organizations recognized nurses constitute the General union of the Belgian Nurses thus (UGIB).

The FNIB is the representative of the nurses of Belgium at the International counsel of the Nurses (ICN), the world body of representation of the profession.

The FNIB is also member of the Standing Committee of the Nurses of European Union (PCN), emanation of associations of the ICN for the Europe area.

In 2003, the FNIB decided to reform its statutes and to take again the name of National federation of the Nurses of Belgium, anxious to gather all the nurses of the countries, as well French-speaking as Dutch-speaking. FNIB

Certain Belgian nurses would tend to want to found a national occupational Order, but the lobbying coming from other professionals are strong and influential near the government.

In Canada

the Order of the nurses and male nurses of Quebec

In Quebec, a professional Order has existed for a few decades. Its mission first is to protect the public such as the Code of the professions of Quebec mentions it. Thus, to be able to practice, it is necessary to be registered in the table of the Order to obtain a license of practice with a number of recording.

The Order deals with the complaints coming from various actors (public, professionals, employers) in order to ensure of the care of quality. In France

He was created in France following the adoption of a law of December 14th, 2006.

It includes all the Infirmier S: liberal , hospital as well as the ''' male nurses of psychiatric sector ''' still in exercise (the latter are opposed to this law) . It is the result of the request of the liberal and hospital nurses OF several associations nurses.

Its missions

As defined by the text of December 14th, 2006:

To take care of the maintenance of the principles of ethics, morality, probity and competences essential to the exercise of the profession.
To work out a code of Deontology, to hold the table of the male nurses and to ensure the follow-up of the demography of the profession. It will diffuse the rules of good practices in care male nurses and will be consulted on the legislative texts and lawful concerning the profession.
the organization envisages elections by the direct suffrage for the departmental and indirect level for the regional levels and national. The departmental advisers will elect the regional advisers, who will elect the national advisers.
the departmental councils have the role the inscription of the professionals in the table of the order and will ensure " a mission of conciliation in the event of litigation enters a patient and a professional or between professionnels".
the councils on the regional plan will include/understand in their center a disciplinary room of first authority which will rule on the failures with the respect of the code of conduct.
the disciplinary national room of the council will rule in call on these procedures.
At each level, the council will be composed of three categories of male nurses (hospital, liberal and paid the private one).

This law relates to 320 000 nurses in the hospitals and more 50 000 in the liberal sector. The Order takes care of the maintenance of the principles “of ethics, morality, probity”. It ensures the follow-up of the demography of the profession, as well as the monitoring of competences essential to the exercise of the profession.

Political aspect

In France, on June 13rd, 2006 the private bill (of the deputies UMP Maryvonne Briot and of Richard With a grid) creating a national order of the male nurses is adopted by the National Assembly in second and last reading on December 14th, 2006 (J.O n° 299 of December 27th, 2006 page 19689). Three similar private bills of the UDF had been disallowed into 1998,2003 and in January 2006.

The CGT, FO, CUS, the CFDT and other representatives of part of the professional body are strongly opposed to this law. CFE-CGC is the only confederation favorable to this structuring.

On the other hand, the organizations purely nurses were organized in collective gathering 43 trade unions and associations of nurses, to represent a lobbby intended to make succeed this project: organizations of general states male nurses in all the areas of France in 2005 followed by a campaign near the members of Parliament in 2006.

In particular, the four trade unions of liberal male nurses (FNI, ONSIIL, SNIIL, Convergence Nurses) are all favorable to this creation. But the 39 other structures represent paid nurses (public or private), like the SNPI (National union of the Professionals Male nurses), the ANFIIDE (French Section of the International counsel of the Nurses) or the CEFIEC (Committee of Agreement of the Training institutes). A group of professionals, gathered initially in collective, then within an association (APOIIF) took part in the drafting of the plate, the development of the legal text for the creation of the order male nurse. How will be held the elections of the Départementaux advisers?

The 1st vote will be exclusively electronic (art 2 Decree 2007-554) on a “protected” Internet site.

All the male nurses recorded on file ADELI will receive at the latest 2 months before the date of the elections a convocation indicating the number of advisers to be elected in each college, the methods of the poll, the formalities to be achieved for the deposit of the candidatures. They will receive then the list of the candidates and their profession of faith 15 days before the date of the election. They will have to vote for the number of departmental representatives of their college.

Each male nurse will choose and notch on the list of the candidates by respecting the number of holders and substitutes for his college.
