Operation of the United Nations in Ivory Coast
the Operation of the United Nations in Ivory Coast (ONUCI) is the Force of the the United Nations in Ivory Coast. It was made up pursuant to the resolution 1528 of the February 27th 2004. It takes the continuation of resolution 1464 of February 2003 of the safety advice of UNO, which authorized the Economic community of the States of West Africa (CEDEAO) and France to deploy troops in Ivory Coast to make apply the Accords Kléber resulting from the meeting, in January 2003, belligerents with Linas-Marcoussis.
It counts 10.000 men, including 4500 French, and is ordered by the major general Antoine Lecerf. The majority of the quota is provided by countries of CEDEAO.
In December 2006, the mandate is with its 10th prolongation
Sexual abuses
In July 2007, the Onuci suspended " all activités" Moroccan quota based with Bouaké after the opening of a " inquire intern" for cases of sexual exploitation and sexual abuses. The Moroccan soldiers will be confined in their base, in accordance with the policy of " tolerance zéro" preached on the matter by UNO.
The Moroccan quota, extremely of 732 men, is the second of Onuci in manpower, after that of Bangladesh. It is about the first internal survey of the the United Nations on cases of sexual abuses since 2003 and the deployment of Onuci in Ivory Coast within the framework of the operation of maintenance of peace.
In spite of this " tolerance zéro" posted, of multiple missions of UNO were entâchées by incidents of this type, in particular in Erythrée, with the Burundi, the Sudan, the Liberia and especially in Democratic republic of Congo (DRC), where personnel of the Mission of the United Nations in DRC (Monuc) had been implied in 140 cases of allegations on abuses sexual exploitation between December 2004 and August 2006.
