The Olympic and sporting National committee French (CNOSF) is at the same time the representative of the French Sporting Movement near the Ministère of Youth and the Sports, the federator of the French sporting federations and the national representative (the clean unit in France) of the International Olympic committee (CIO).
A these titles, and in accordance with the law (the Code of the sport in particular), CNOSF is regarded by the ministry for Youth and the Sports as a federation, approved, délégataire of “public service mission”.

History

The French Olympic committee is founded in 1894 by the Baron Pierre de Coubertin. The president of the Republic Felix Faure is the honorary president. This Committee where USFSA dominates is not permanent and reforms itself at the time of each Olympiad. This situation perdure until in 1911. While resting on the National committee of the sports created by USFSA the May 23rd 1908, the French Olympic committee becomes permanent. Until 1925, the president of the CNS is also that of the COF. When Jules Rimet becomes president of the CNS, Justinien de Clary remains in station like chair COF. The two organizations remain however very dependant but in 1952, CIO request at the French Olympic committee to ensure its independence. Fusion between the two committees takes place the February 22nd 1972 and gives rise to the modern CNOSF. Because of statutes nonin conformity with the charter of the CIO, in fact however still the old COF remains the only official interlocutor of the CIO until the March 28th 1973.

Operation

The Olympic and sporting National committee French is a association of the sporting type made up according to the law known as of 1901. In accordance with the Code of the sport, the CNOSF has vocation to represent the French sport near the Ministère of Youth and the Sports. Being an association, the CNOSF is thus made up members discharging contribution and this in accordance with the regulation. By vocation, and in accordance with its statutes, the members of the CNOSF are approved sporting Federations délégataires. In accordance with the customs and the Jurisprudence, adhesion with an association cannot be obligatory. The Olympic and sporting National committee French thus sees itself charged by the French State to represent the interests not only its members, but also those of some adherent federations délégataires non-encore with the CNOSF, as well as the approved federations but not holders of a Delegation of Public service mission.

Main trends

Representing in France the International Olympic committee, CNOSF must promote the universal values of the Olympic ideal there. In addition, the State, the Code of the sport and the ministry for Youth and the sports order with the CNOSF to firstly be interested in certain directives, in accordance with its approval and with its " Delegation of Public service mission ".

One of the practical applications rising from the adoption by the CNOSF of the Agenda 21 is to arrive at the installation of un' plane departmental of spaces, sites and routes (PDESI) in each French department. These departmental plans, and " Departmental commissions of spaces, sites and itinéraires" (CDESI) have in particular vocation to reconcile the interests of the users of natural spaces and those of the defense of the Environment.

Committee horsemanship

At the beginning of 2006, for reasons of nonconformity of its statutes, the French federation of horsemanship (FE) lost the approval and the delegation of the Ministère of Youth, the Sports and Community life.

In accordance with the L.131-19 article of the Code of the sport and following the decree of the same ministry of September 29th, 2005, the Olympic and sporting National committee French recovers the prerogatives lost by FE and sets up the Specialized Commission Horsemanship (CSE). Its role is in particular to organize in a certain number of disciplines the competitions at the conclusion which are delivered the international titles, national, regional and departmental in equestrian Sports.

FE having found its delegation on December 21st, 2006, the Committee horsemanship ceased meeting after its last meeting of December 4th, 2006.
