After having been principal private secretary of the prefect of the Meuse in 1961, it surveys the palates of the Republic quickly. It connects the stations of operations manager, with the cabinet of Louis Jacquinot, minister of state charged with the DOM-TOM (1964), with the cabinet of Jean Charbonnel, secretary of foreign affairs in charge of the Co-operation (1966-1967) and with the cabinet with Jacques Chirac, Secretary of State to the social Affairs, in charge of the employment problems (1967-1968).

It is then named Secretary of State near the minister in charge for the Relations with the Parliament (1973-1974), Secretary of State at the departments and overseas territories (1974-1978), then with the foreign affairs (1978).

It is established locally with Vire as from 1968, while becoming appointed UDR, general adviser (1970) and mayor of Vire in 1971. It leaves RPR and then launches the Mouvement of social-liberals (MSL) in 1977, left which amalgamates a few months afterwards with the Radical party valoisien, part constituent of the UDF.

In 1984, Olivier Stirn leaves the Radical party to create the center and radical Union (UCR) . With the European elections of 1984, it is chief candidate of the radical Entente ecologist for the United States of Europe (ERA, linking UCR, MRG and certain ecologists of which Brice Lalonde) and obtains 3,32  % of the voices.

In the legislative elections of 1986, the UCR, renamed since 1985 center and republican Union , takes part in lists of alliance with the PS, then amalgamates with this last.

At that time, the Duck connected calls it “the Andouille of Transfers” then “Andouille of Transfers on the left”. It changes department of election then, while being established in the district of Coutances - Granville in 1986, then with Cherbourg in 1988, resigning at once of this last mandate since member of the Gouvernement Michel Rocard. But it is constrained to give up its ministerial functions in 1990, to have paid listeners for a conference on the future of the left. It leaves at the same time the municipal council of Cherbourg, under the pressure of the local socialist majority, giving up its president's function of the Urban community of Cherbourg.

It joined in 1994 MDR of Jean-Pierre Soisson, then announces its support for Jacques Chirac with the presidential election of 1995. It integrates then the UMP, where it is to advise of the president.
