Olivier Guichard , born the July 27th 1920 with Néac (the Gironde) and deceased the January 20th 2004 with Paris, was a Politician French.
Political course
Descendant of a baron of Empire (not recognized by the ANF), he was pupil with the Lycée Condorcet and obtained a license in letters and right and continues studies of political sciences. Wire of Louis Guichard, who was lieutenant commander and the director of the cabinet of the Admiral Darlan (of February 1941 in November 1942), Olivier Guichard engages in the French Army with the Libération and continues the war until the defeat of Germany. As of 1947 it joined the movement gaullist. Of 1951 with 1958, he is the principal private secretary of the general de Gaulle, during the crossed desert of this last. In 1968, he is Minister for the plan and of the town and country planning in the governments of Georges Pompidou then of Maurice Couve of Murville. It prepares the Référendum 1969, on the regionalization and the reform of the Sénat, whose refusal by the people will cause the departure of the General. It is then Minister for education in the government of Jacques Chaban-Delmas, of 1969 to 1972. It is in particular at the origin of the creation of the University of technology of Compiegne. He becomes Minister for the equipment and town and country planning in the two governments of Pierre Messmer, of 1972 with 1974. He supports there the development of the Autoroute S conceded and the creation of the industrial park of Fos-sur-Mer. He is Minister for justice in the government of Raymond Barre, in 1976.Member of RPR, it belonged to those which one calls gaullism the barons .
Disputes
As Minister for the town and country planning, its detractors reproach him for having too strongly supported road installation with the costs of public transport.Like chair area Pays of the Loire, its detractors say that the policy of installation especially benefitted the tourist area from La Baule of which he was the mayor. Its policy denying the membership of the Loire-Atlantique in Brittany was the object of perpetual disputes.
Its career gives the feeling, with the national plan in any case, of a succession of missed occasions: support without fault for Jacques Chaban-Delmas in 1974 against Jacques Chirac, first potential minister in 1972 for finally attending the designation of Pierre Messmer, impotence to bring back the RPR in the presidential bosom giscardien in 1976 whereas it entered to the government partly for that… In fact it undoubtedly misses energy and the ambition which make the great careers, him which does not hesitate to say noting the activism of a Jacques Chirac, “I am with the balcony”.
