Olívio Dutra (born the June 10th 1941 with Bossoroca, Rio Grande C Sul, Brazil -) is a Brazilian politician, having for political base the State of the Rio Grande C Sul (RS), southernmost of the States of the Brésil. He was mayor of Porto Alegre, twice, and governor of the Rio Grande C Sul. In 2003 it was appointed Minister for the city in the government of President Lula.

Biography

Olívio Dutra is a founding member of the Partido back Trabalhadores and trade union CUT.

It was born with Bossoroca (RS), the June 10th 1941. It began its political career as a militant in the Trade union of the Bank clerks of Porto Alegre, for which it was elected president in 1975. Civil servant of Banrisul (Bank of the State of C Rio Grande C Sul) since 1961, it directed the strike of the workers of the State in September 1979, which been worth a imprisonment to him and the loss of its trade-union mandate.

After having taken part in the creation of Pt, he was president of the section of the Rio Grande C Sul of 1980 with 1986, until he becomes national president of the party. In 1982, it was presented to the election of the post of governor of the Rio Grande C Sul, but it was beaten, hardly obtaining: 50713 votes.

In 1988, it became one of the first mayors of capital of Pt while being made elect with the town hall of Porto Alegre, launching the succession of four successive mandates of the party to the head of the city, stopped by the election of Jose Fogaça (PS), in 2004. The greatest realization of its management was the establishment of the participative Budget, policy maintained so far by the town hall.

In 1994, it tried for the second time to be made elect governor, but it loses face vis-a-vis Antônio Britto with only 45% of the voices. In 1998, it gives the exchange to Britto in faisanr to be elected with 50,8% of the voices.

EM 2002, however, it loses the primary educations with the profit of Tarso Genro which will be presented to the post of Governor. This last will be beaten by Germano Rigotto (PMDB).

In 2003, Olivo Dutra is named by President Luiz Inácio Lula da Silva to occupy very recently created ministry for the City. He thinks that the President, old friend of the gaúcho, would have created the load only to adapt Dutra on the esplanade of the ministries.

He was replaced with the ministry by Marcio Fortes, to adapt the PP of the former president of the House of Commons, Severino Cavalcanti.
