The Okhrana , for Okhrannoye otdeleniye (in Russian: Охранноеотделение, “Section of safety”) was the secret political police of imperial Russia at the end of the 19th century and at the beginning of the 20th century. “Prototype of the modern Political police” , according to Victor Serge Okhrana was founded by an ordinance taken on August 14th, 1881 of the tsar Alexandre III. Taking the continuation of the third section of the ministry for the Interior abolished in 1880, Okhrana was creates in order to ensure the maintenance of the Russian autocracy vis-a-vis the increasing revolutionary and anarchistic threat, marked by the recrudescence of attempted political assassinations, and in particular by the attack of March 13rd, 1881 organized with St Pétersbourg by the populist terrorist organization Narodnaïa Volia (“will of the people”) and having involved the death of the tsar Alexandre II. The methods of coring and “provocation” of Okhrana was going to create a situation of generalized confusion, with the multiplication of the double agents, as much within the political police that of its adversaries. Stalin itself would have been according to certain a double agent with the service of Okhrana.
