Nuon Chea , so known under the name of “Brother Number Two”, was Appointed General secretary of the Communist party and lieutenant as a chief of Pol Pot under the mode of the Khmer Rouge. Although confused by official documents and former subordinates like person in charge of crime against humanity, he currently lives as a free man with his wife close to the border inhabitant of Thailand. December 29th, 1998, following an agreement made with the government, Nuon Chea went with some last opponents Khmer Rouge and, at the time of a press conference held after its rendering, announced all its sadness for the sufferings of the Kampuchean ones. “Indeed, we are really afflicted, not only for the men, but also for the animals which suffered during the war” announced it then. Under the impulse of the Prime Minister Hun Sen, the government agreed to give up continuing Nuon Chea, decision which was condemned by the Kampuchean public opinion and the international community.
After six years of negotiations, started in 1997, the Kampuchean government and the United Nations finally agreed on the procedure necessary so that seat a court judging the war crimes of the Khmer Rouge. The court of Phnom Penh which is sponsored by UNO accused Nuon Chea is 82 years old of " crimes of guerre" and of " crime against the humanité".
