A novads is a subdivision of Latvia. It is about a gathering from at least two pagasti. This regrouping aims at replacing smallest rural divisions where the population is in fall in order to make a economy of scale on the level of education, communal management and local services (as the post office). The communities of the villages are savagely opposite there when it is a question of joining more populated entity because that often results in the closing of stores.

The government tends to make disappear gradually the pagasti with the profit from the novadi. However, the political crisis of October 2007 and the dismissal of Aigars Štokenbergs call into question the expiry of January 2009 for the finalization of the project.
