Noncommercial services
The noncommercial services are the services provided by the Public administrations, and more marginally by Association S, without it being necessary for the Usager to pay the price of this service at the time of sound Utilization. This use is generally Inconsciente besides: who can say how much it consumed “national defense” in the course of the day?
The noncommercial services provided by the Public administrations are not free for as much, they are paid collectively by the payments carried out in the form of Taxes and social security deduction.
Some association S private of mutual aid concerned with the social economy also produce noncommercial services, and have for Revenu of the Cotisation S, gift S, Legs, Subvention S, etc
As they do not have a price, the measurement of the Valeur of the noncommercial services on the level of the National accounting is the convention object: it is considered that they are worth what they cost. That in particular leads to underestimate the contribution in GDP of the private services voluntary, at the costs of negligible personnel, compared to that brought by the Public sector which includes the Salaire S of their personnel.
