Nieuw-Vlaamse Alliantie
The Nieuw-Vlaamse Alliantie ( N-VA ) is a Flemish Political party born from the dislocation of the Volksunie in 2001. This party is member of the Flemish government coalition chaired by Yves Leterme since 2004.
Program
The principal demand of the N-VA is the independence of the Flanders, while proclaiming europhile.
Threshold of eligibility
Problem
In Belgium, an electoral threshold of 5% of the votes by district is designed to limit the big number of parties represented to the Parliament, and in Flanders particularly. Under the direction of Middle-class Geert, the N-VA is for the first time presented to the federal legislative elections in 2003, but the electoral threshold of 5% prevents it from being represented at the safe Parliament in the district of Flanders Occidentale where Geert Bourgeois is elected with the Room of the representatives. In the less populated French-speaking districts and offering less seats, the electoral threshold asks for the same percentage of voice but logically less voice in absolute. This is however used as argument with the N-VA to require the suppression of the electoral threshold. With the regional elections of June 2004, an electoral threshold is also envisaged. The party is threatened of disappearance if it does not reach this threshold.
Solution
After the elections of 2003, the N-VA chooses to negotiate with CD&V to form a trust in order to circumvent the electoral threshold of 5%. The CD&V ends up agreeing to bind to the Flemish nationalist party in spite of its separatist claims because the CD&V has known an electoral fall for several years and lost the capacity at the national level in 2003. Trust CD&V N-VA then becomes the first formation of Flanders with 26% of the voices to the regional elections of 2004. VLD and SP-A also formed of the trusts, respectively with Vivant and Spirit (also nationalist). These alliances between traditional parties and parties nationalist resulting from late the Volksunie propel the debate on a new reform of the State to the apron. The greatest Flemish nationalist party, Vlaams Blok, become Vlaams Belang, is the only party not to form a trust but progressed to each election, until 2006.
