“Enough of lessons of morals: our condition was degraded. The media, the policies did not do anything for us or if little. Enough pessimism. Enough that one speaks in our place, that one treats us with mistook. Enough justifications of our oppression in the name of the right to the difference and of the respect of those which force to us to lower the head. Enough silence, in the public debates, on violences, precariousness, discriminations. ”

Financing

The financing of association comes primarily from public allocations. The projected budget in 2005 was of 500  000  €. In 2004, the Town hall of Paris granted to association a subsidy 30  000  €.

Action

In its action, the collective Neither subjected whores nor in particular highlighted two cases:

The first is that of Samira Bellil, godmother of the movement, which published a book called In the hell of revolving the , telling her life as a girl subjected to the law of the cities, violated collectively on several occasions, the first time at the age of 13  years. Frightened with the idea to denounce its of torture, it had to agree to be regarded as a sex object, alienated and avoided by its family and some of her friends. The second case was that of an young girl of 17  years, Sohane Benziane, burned alive with Vitry-sur-Seine by his/her ex-small friend, old of 19  years.

These two extreme cases and spectacular, but nevertheless not very representative of violences, verbal and physical, undergone by the young girls and young women in the cities of the suburbs, were used as symbols to the members of Neither whores nor subjected at the time of their Marche of the women of the districts against the ghettos and for the equality (walk in fact mixed) through France starting from the 2003, which carried them in 23 cities to lead to a strong demonstration in Paris the March 8th 2003 with 30000 people (according to NPNS).

Created officially after this walk, the movement was carried out before by the National federation of the Houses of the Pals, association close to S.O.S Racism, where as of 2001 had set up itself a work on violences made to the young women.

Political impact

Representing Neither subjected whores nor were received by the French Prime Minister Jean-Pierre Raffarin after their Walk. Their message was also incorporated in the official celebrations of the July 14th 2003 in Paris, when fourteen giant posters, each one of a woman equipped like Marianne, the symbol of the French Republic, were hung on the columns of the Palate-Bourbon, the seat of the French National Assembly.

The five following proposals were accepted by the French government:

  1. publication of an educational guide of the respect to be distributed in the projects and the schools;
  2. the foundation of sure houses far from the cities for young girls and women in the immediate distress, where they can live in safety and find their anonymity;
  3. the creation of six pilot sites where women could be able to make hear their voice;
  4. the organization of conferences of formation allowing the women to develop their particular aptitudes;
  5. special provisions catches in the police stations for the young girls and the women having been victims of violence.

International impact

The movement Neither Subjected Whores Nor account today of the committees in several European countries (Belgium, Spain, France, Sweden and Switzerland). Since 2007, Neither Subjected Whores Nor is advisory member of the Economic and Social Council of UNO. The Guide of the Respect , diffused in France with several tens of thousands of specimens, and which tackles the questions of traditions which lock up, of sexuality and of violences, was adapted for French-speaking Belgium where it will be diffused soon.

Criticisms whose association is the object

The intense Médiatisation from which association profited was not without causing some movements and of many criticisms.

Indeed, it inter alia things was reproached NPNS for contributing, in its turn, to reinforce the Discrimination whose the inhabitants of the Quartier S are victims known as " sensibles". While choosing to attack the Sexism within a Social framework , Religious, Cultural and even Ethnic finally very definite, while being focused on a Machisme of Suburbs presented like private individual, the movement would have thus taken part of the ambient Ségrégation. Their Slogan hooker, even provocative, gave place to controversy, in particular on behalf of young men living in these urban areas, which have fears a additional Assimilation between " Obscurantism " and, taken shovel-even, Islam and Immigration. This concern was not attenuated by the fact that the movement based its legitimacy on the experiment of young women of suburbs having made a point of denouncing what they lived there.

In addition, the close links woven by association with other social actors such as S.O.S Racism and the Socialist party could contribute to décrédibiliser, with the eyes of a certain opinion, the movement. That comes partly from the affiliation of the president of the movement, Fadela Amara (of its true name Fatiha Amara), socialist municipal adviser of Clermont-Ferrand, although it was always presented as militant associative of ground (it is indeed the only trade which it ever exerted) independent of the political parties. It is precisely this notion of the " terrain" who poses problem for some: association and its charismatic leader could seem alibis symbolic systems and media. The approach of NPNS would be actually a manner of plating once more the ideal Républicain and Libéral on a reality much more complex than lets it think the diagrams. Besides one finds in the debates caused by association certain arguments very much used in the fight for the right to carry the Voile, including in the enclosure of the public buildings and thus, in the school.

The June 19th 2007, Fadela Amara is named Secretary of State in charge of the policy of the city in the Gouvernement Fillon II near the Minister for Housing and the City, Christine Boutin. This nomination once more will cause the disorder around association and its president: this time, they are the feminist militants who will call upon the difficulty of transmitting a message favorable to the equality between the sexes and co-education when the carry-flag most known of these ideals belongs to a government which does not hesitate to stigmatize immigration. At the time of the University of autumn of the movement, 25 local committees announce their departure of the movement or their dissolution. Some of its dissidents announced the creation of a new association Insoumis-es ; they saying to claim values of NPNS but do not admit the silence of Fadela Amara on the policy followed by the government and the statute of Mohammed Abdi at the same time secretary of special association and adviser of the Secretary of State. Mohamed Abdi, special adviser of the Secretary of State in charge of the policy of the City, Fadela Amara, was condemned definitively by the Court of appeal mid-October to 18 months of prison including twelve with deferment for swindle with the formation. The stop, returned on October 17th and revealed by Parisian Wednesday, confirms a judgment of Mr. Abdi, also general secretary of association Neither subjected whores nor (NPNS), by the Court of Appeal of Lyon, going back to May 17th, 2006. Mohammed Abdi resigned besides at the end of November.
