National union inter-academic

U.N.I ( National union inter-academic ) is a university organization French, which accommodates as well students as professors and high-school pupils. The PLAIN one is asserted “the university line” according to its own slogan and is generally regarded as the “variation coed of the UMP”.

History

The PLAIN one was created after the events of May 1968 by the right wing of UJP (young gaullists), whose national office had required by circular of its members to refuse adhesion with this movement, and of the Action coed gaullist against the Communisme. Its statutes were deposited with the Police headquarter of Paris the February 12th 1969 by J. - F. Chauvel (journalist with the Figaro ), Jacques Rougeot and P. of Vernejoul (academics). The meeting founder took place in November 1968 with the seat of SAC, street of Solférino (current Institut Charles de Gaulle) in the office of Pierre Debizet, owner of the SAC.

A first office is set up with as chair Rene Deheuvel which resigns one month later with the profit of Jacques Rougeot then young assistant in the Sorbonne. This one, from now on reprocessed professor, is always the president. The general secretary is Suzanne Marton, younger member of the political committee of UDR, that which had informed Jacques Baumel beginning 1968 of the risks of an explosion in the French universities. A competition is established from the beginning between it and an engineer centralien, the astrophysicist Gerard Daury, attached to the founder team by one of the collaborators of Jacques Foccart, Philippe Lettéron.

Of 1969 to its death in 1974, Georges Pompidou will personally support the development of PLAIN thinking that such a structure would be capable to prevent a new explosion in the facs such that which the France in May 1968 knew. Such a support will make it possible PLAIN quickly to be essential in French faculties like a true representative movement studying and not as a bunch as there existed much then about it. At the time of its first elections in 1971, the PLAIN one will not obtain less than 11% of the votes to CNESER.

Suzanne Marton will have to give up its functions in 1976, even if it is always, in 2007, officially general secretary (whereas it lives in the United States since 1981 and took American nationality). That has allowed, for soon 40 years, with Gerard Daury, today engineer of research to the reprocessed CNAM (it was born in 1934), to exert the functions of general secretary without assuming the legal responsibilities of them.

As of its creation, the PLAIN one launches its newspaper, always in activity, the university action . Thereafter, other publications will be also diffused such Spearhead (re-examined reflection), Vie coed or the right way . The editor of these publications is being the Center of studies and diffusion (security company attached to PLAIN).

The PLAIN one is more especially related to the networks Gaullistes of Jacques Foccart and, to a lesser extent, of Robert Pandraud and Charles Pasqua (this last will exert a strong influence on the movement at the end of the Eighties). The PLAIN one is today a movement related to the UMP, after having been it with the RPR of Jacques Chirac.

Since the disappearance of the Collective of the liberal students of France (CELF), near in its time to the Young giscardiens, the PLAIN one is at the national level only the " trade union étudiant" of right-hand side (the PLAIN one is not in fact not a Syndicat studied, and does not assert itself like such). Since 2002, Olivier Vial, is his acting general. He is resulting from the UDF. He succeeds Philippe Evanno.

Until 1995, on its publications and posters, the PLAIN one preserves the inter-University name of National union. Nevertheless, starting from this date, it is name “PLAIN it right academic” who is used. September 13rd, 2006, the PLAIN one becomes the National union inter-academic, its initials become U.N.I instead of PLAIN and its seat is declared in Boulogne-Billancourt.

The slogan of the U.N.I is “By education, for the Nation”. It is reproduced, in particular, on the charts of the members.

Organization

Classification

Organization coed, the PLAIN one shows several characteristics which prevent to classify it simply:

  • the PLAIN one shows several characteristics which bring it closer to a Syndicat studied like the participation in the elections of the student representatives or the implication in the debates relating to the evolution of the university. However the organization refuses the label of trade union (even if it sometimes happened to him to employ the word trade union on an old poster, the organization avoids using this term to be qualified) This attitude of rejection of the name of “trade union” by the movement itself is a manner of refusing the Syndicalisme claim in the colleges and the universities which according to him envenime crisis situations instead of arranging them.

  • the “Plain-Colleges” is a Association law 1901 which cannot be described as student trade union, its activity and its operation not being that of a student trade union
  • the PLAIN one also behaves like a political movement: estimating that the political life forms integral part of the life of the students, it takes an active part in the political elections and other events.

Bonds PLAIN - UMP

Thus, in 2002 will be created the collective “the Students with Chirac” aiming at supporting the candidature of the outgoing president in the race to the Elysium. At the time of the reform of the retirements, the collective “the young people for the reform of the retirements” will be born.

January 15th 2007, following the congress of the UMP carries from Versailles to Paris, the PLAIN one launched the committee “the Students with Sarkozy” in order to support the candidate within the framework of the presidential election of 2007. The PLAIN one decided to support Nicolas Sarkozy considering that it was best placed, on the right, to impose itself at the time of this poll. In November 2006, the site “Not the Royal one” was created by the PLAIN one against the “media beachcomber which accompanied the nomination by Ségolène Royal”. Bonds PLAIN - MILLET

The PLAIN division same integrated printing works as the Movement initiative and freedom (MILLET) whose seat is with Levallois-Perret, association gaullist using the Cross of Lorraine on its posters. The MILLET was partly founded besides in order to accommodate old the PLAIN one having left the academic world. Of 1981 with 1986, the MILLET and the PLAIN one will have the same president, Jacques Rougeot. The short speech of Jacques Rougeot was entitled “To drive back the left: a company of public hello” whereas that of Olivier Vial was baptized “the left against the employment of the young people”.

Committees and collectives attached to the PLAIN one

With certain occasions the PLAIN one will create committees and collectives aiming at gathering the greatest number while avoiding frightening most reticent to rejoin a movement openly claiming “university Line” and sometimes badly perceived in the universities. At spring 2005, at the time of the debate on the European Constitution, the PLAIN one will set up the committee of the “Students for yes”.

In June and July 2007, the PLAIN one took part in the dialog concerning reforms autonomy of the universities with the Minister for the Higher education and Research, Valerie Pécresse. She is the only organization coed to have voted in favor of the reform project to CNESER.

Representativeness

The PLAIN one is an organization coed found representative by the ministerial authorities, because it has an elected official with CNESER and an elected official with CNOUS (figures 2006).

Criticisms

  • the PLAIN one was represented by certain persons in charge at the time of the conferences of Nice of the Club of the Clock (New Right-hand side) in company of speakers of the think tank of the Republican party Heritage foundation .

  • the Cato Institute , think liberal American tank, denounced the financing of LINKED via the NED in the years 1980 within the framework of the financing of organizations anticommunists. Positioning

This movement develops since 1968 a strategy anti-left without ambiguity as certain slogans or campaigns testify some to posters. However, the PLAIN one stagnates with the CNOUS (33 votes and a seat in 2004 and exactly the same score in 2006 whereas the PLAIN one gained 17 votes with the CROUS: that means that the PLAIN one lost to it quasi totality of the external voices which went on it since many years at the time of the election with the CNOUS, that is to say the 7 votes of the elected officials of the Antilles and Guyana and two thirds of the voices - approximately 7 out of 10 - African students of the CROUS of metropolis). The PLAIN one preserves since three consecutive mandates 3 seats out of 7 at CROUS of the Meeting. The PLAIN one has two national elected officials: With the CNOUS, it is about Dimitri Hoarau, studying in Right to Université of the Meeting; with the CNESER, it is about Gabriel Alibert, studying in History with the Université Paris-Sorbonne.

Also let us note that Dimitri Hoarau recently resigned of these functions of local leader of PLAIN with the Meeting but it preserves still today his statute of national elected official without to keep close relations with the national office of his old organization. It as should be noticed as its departure marks the end of a section quite present on the campuses and in the colleges since there would be approximately about fifteen members who decided to cease their engagements with the PLAIN one.

The PLAIN one is favorable to a selection at the entry in higher education. One of the main reasons advanced would be to prevent that students engage in dies without professional outlets.
