National school of the magistrature

The National school of the magistrature (ENM) is, in France, a public corporation in administrative matter (EPA) placed under the supervision of the Minister French for Justice and charged with ensuring the initial training of the magistrates. The school is managed by a board of directors chaired by Vincent Lamanda, first president of the Court of appeal.

History

August 1st The ENM was created the December 22nd 1958 (ordinance n° 58-1270) under the name of National center of legal studies . The current denomination was adopted only starting from the law n° 70-613 of the July 10th 1970.

Missions

August 1st The School has the role of ensuring the professional training of the “listeners of justice” (pupils magistrates), recruited by one of the three contests or on titles, and of organizing the continuing education of the French magistrates. It contributes moreover to initial training and continuous foreign magistrates.

Localization

The ENM has its seat with Bordeaux, with the site of the old prison which occupied old the Fort of Hâ, and it is there that is held mainly its activity of recruitment and training of the future magistrates.

It also has a Parisian antenna where the direction of continuing education and the international relations are in particular established.

Buildings

The buildings from the School located at Bordeaux were produced by the architect Guillaume Gillet (1912-1987), Grand Prix of Rome. The plan in L of the school takes into account the tower extremely remaining of old. The frontage turned towards the city consists of ready-made units, whereas the curved frontage on the garden is made of a glass curtain wall. The big room of the lost steps is covered by an apparent frame out of wooden.

Famous former students

August 1st The baptism of promotion is a tradition which goes back to the beginnings of the School. Among the adopted names, one has those of Giovanni Falcone, Alfred Dreyfus, Paul Didier or Chirine Ebadi.

Initial training includes/understands almost three years of schooling and makes alternate periods of teaching in Bordeaux and periods of training course in jurisdiction. These last make it possible to exert each great function of the trade of magistrate: sit, parquet floor, authority, instruction, children, application of the sorrows. According to their results with the final examination, the listeners of justice choose their first post of magistrate, on the list proposed by the ministry for Justice. One period of specialization enables them to receive an additional training to prepare with the exercise of the first function.

; Contest The admission with the ENM is done by the way of a contest accessible to the holders from a control. The pupils received with the contest are thereafter named listeners of justice and perceive a remuneration under their studies.

; Formation Initial training includes/understands almost three years of schooling (31 months) and makes alternate periods of teaching in Bordeaux and periods of training course in jurisdiction. It begin with a training course from two months in an institution external with the legal world (undertaken, association, international organization or public administration).

The listeners of justice carry out then a period of formation in a penal establishment, in the training capacity as supervisor and behavior of uniform. Then, the future magistrates follow a formation of eight month within the ENM, in Bordeaux.

They carry out at the conclusion of this period a training course of one year within a Court of Bankruptcy, during which they work with a main magistrate of training course, in each function likely to be exerted at the exit of the school (judge of the Court of Bankruptcy, Examining magistrate, Juge of the children, Juge of the application of the sorrows, Juge of authority, Substitut of the prosecutor).

The future magistrates join finally a cabinet of lawyer for a training course of two months . During this period, they can plead in front of the whole of the civil, penal and administrative jurisdictions of the bottom, under the control of lawyer and in substituent this one. Once the first station chosen, each listener of justice follows a hands-on training of five months exclusively devoted to the function which he will exert at the exit of the ENM.

; Treatment In 2006, the wages of the listeners of justice were of 1.600 euros Nets per month (wages perceived during the schooling). The starting wages of a magistrate are approximately 2.550 euros Nets per month.

The listeners having followed an occupation before their integration perceive in supplement with these wages a " fixed allowance mensuelle".

Continuing education

August 1st The ENM also ensures the continuing education of the magistrates of the courses and courts as well as local judges.
