National school of public works of the State

The National school of public works of the State ( ENTPE ) is a French school of engineers placed under the supervision of the Ministère of Ecology, the Development and Installation durable (MEDAD). It is located since the Seventies at Vaulx-in-Vellum, in the Lyons suburbs , on the same campus as the 3Ecole Nationale Sup3erieure of architecture of Lyon (ENSAL).

Presentation

Created in 1954 in Paris (Saint-Germain boulevard, in the current buildings of ESTP), the ENTPE moved in 1975 in the region of Lion. It since is installed with Vaulx-in-Vellum, on a campus divided with the 3Ecole Nationale Sup3erieure of architecture of Lyon. The main mission of the ENTPE is to ensure in three years the initial training of the engineers of public works of the State (ITPE) civil and civils servant.

The school was a long time a service of the ministry for the Equipment. The decree 2006-1545 of December 7th, 2006 in fact, since January 1st 2007 a public corporation in scientific, cultural and professional matter external to the universities. Since then, it has a clean legal personality, under the supervision of the minister in charge for the Equipment, as well as ENPC. Moreover, within the framework of decentralization, it will train certainly more and more engineers for the local government agencies.

Integration

The recruited pupils can be civil or civils servant:

pupils - engineers civils servant, remunerated as of their first year of schooling, n the other hand commit themselves working for the State. Engagement is 8 years as from their date of entry in the body of the ITPE (i.e. between the second and the third year). The monthly net salary of a student in engineering civil servant admitted via the external contest is of approximately 1100€.
pupils - engineers not civils servant are called “civil pupils”. They are not remunerated during their schooling and will work at their exit of school in the private sector, parapublic, or possibly in the territorial public function after having passed the assistance of territorial engineer. This “civil die” was created in 1987.

; External contests Recruitment on external contest of the students in engineering of public works of the State is made on a level mathematical special , on the programs of the dies of scientific preparatory classes MP, PC, PSI, TSI and BCPST.

contest common TPE is opened with the dies of classes of special mathematics MP, PC and PSI. It is common to several schools forming of the engineers of the public office of State (ENTM, ENSTIMD, ENM, ENSG and EIVP).
For TSI, the contest of access to the ENTPE is that of the bank of tests of the polytechnic common contests.
the pupils of BCPST eager to integrate the ENTPE will have to pass the contest of the bank of tests G2E (geology water and environment).

The pupils admitted by these three contests can be civil or civils servant, according to their choices and their classifications. ; The internal competition There exists also an internal competition reserved for the agents of the public office of State. Each year, between 10 and 15 civils servant are selected by this skew. ; Recruitment on title A procedure of admission direct in second year, on title and opened with certain students French or arising from the European Union makes it possible to integrate the ENTPE. It is necessary to stand as a candidate to be titular a control or a first year of master in mathematics, mechanics, mathematics and applications fundamental, physics or civil engineering. The mention rather well is required with the license like in first year of Master. Contrary to what is practiced in the other schools of engineer, it is not possible to the students in last year of IUT or BTS to integrate the ENTPE. ; Foreign pupils The foreign pupils (except European Union) profit from a specific mode of admission. They can integrate the ENTPE via the external contest (foreign contest level mathematical special) or of course title. They all will be obviously civil, the French public office not being opened to the people not having French nationality. The ENTPE also ensures the training of foreign civils servant, within the framework of binationaux agreement (specific formation engineers Chinese, indonésiens, Algerian etc).

Formations

; Initial training of the ITPE The ENTPE carries out the initial training of the engineers of public works of the State. It is not made of distinction between the statute of the various students; the civil students in engineering or civils servant profit from exactly the same formation.

; Technical training of certain army corps The ENTPE ensures the technical training of the military engineers of the body of the “Engineers of the studies and maritime techniques of work” of the National school of maritime work. These pupils - engineers follow during three years the traditional schooling of the other pupils. Every year, a small number of pupils of the Flying school also comes to supplement the rows of the pupils in third year with the ENTPE.

; Additional trainings The ENTPE proposes a broad panel of additional trainings, making it possible its pupils to obtain an additional diploma. It is thus possible to the pupils - engineers of the ENTPE, which they are civil or civils servant, to carry out the double following courses (the list is not exhaustive):

Diploma of thorough studies in architecture and engineering (in bond with the 3Ecole Nationale Sup3erieure of architecture of Lyon, common course with the pupils of the INSA of Lyon and the Central school of Lyon)
Master seeks “Civil engineering” (cohability by the Centrale school of Lyon, INSA of Lyon, Université Lyon 1)
Master seeks in economy “Transport, space, networks” (cohability by the Université Lyon 2)
Master research in Town planning “Cities and companies” (cohability by the Institut of town planning of Lyon)
Master research in political sciences “compared Public policies and governments” (cohability by the Institute of political studies of Grenoble)
Master research in Environment “Sciences of the industrial and urban environment”
professional Master “Urban transport and regional people”
professional Master in town planning “Town planning and urban development” with IUL
Mastère specialized of “Controls and natural, urban, industrial risk management”

It is also left the possibility to certain pupils of following formations diplômantes abroad, in partnership with foreign universities:

; Continuing education This type of formation is addressed to the agents of the public office in activity. The ENTPE thus gives many trainings on behalf of the central administration of sound ministry in charge:

Formation taken of station, for executives ((attached administrative, engineers TPE, senior officers…)) arriving on a new station. For example " chief of cell constructions publiques" or " chief of subdivision territoriale".
Formation post-recruitment intended for the agents resulting from professional examinations, recruitments on title or the WILL GO.
Formation for the senior officers of the Equipment with Higher cycle of Management of the Equipment or formation on the Economics of the transport
Formation continued, in the prolongation of the initial training of the ITPE after a few months in station

Outlets

As its name indicates it, the ENTPE forms with the trades of the public Travaux, but also with those of the building, town planning, the Environnement, the transport and generally with the trades of town and country planning. Another name of the Engineers of public works of the State is besides that of Engineer of the durable installation of the territories . A majority of the future graduates are brought to work in or for the services of the State and the territorial collectivities.

; Assignments in first station At the exit of the school, the pupils civils servant of the ENTPE see themselves proposing the following choices:

They can carry out a doctorate in one of the laboratories of the ENTPE, an organization of the scientific and technical network of the ministry for the Equipment or in university laboratory. Ten students are directed towards this choice every year (12 pupils in 2006).
They can be directed towards what it is agreed to call a “fourth year of specialization”, i.e. one year of additional study carried out in a French or foreign university or another French university. A score of students are concerned with the fourth years of specialization every year (17 pupils in 2006).
ten pupils having undertaken a double course engineer - architect can finish their schooling in school of architecture, a catch of arranged post office being proposed to the pupils civils servant (5 pupils civils servant concerned in 2006).
the school offers the possibility to all the pupils who wish it to leave in international voluntariate (in company or administration) or in civil voluntariate to the technical assistance. These voluntariates are generally carried out within French administrations abroad (embassies, permanent French representations in the international institutions) or in overseas (services of the civil aviation in overseas etc). In 2006,4 pupils were concerned (2 with the Ministry for Foreign Affairs and 2 within ONG).
Lastly, the large majority of the students civils servant (more than one hundred) chooses a traditional assignment. As example, for promotion 51 (year 2006), the process of assignment traditional at exit of school concerned 109 pupils. 135 stations were proposed to them, with which 56 were to be provided obligatorily.
It is however always possible for the pupils civils servant, even if that remains rather rare, to leave in the private sector after having broken the contract the binder in the State, by refunding the school fees as well as the perceived wages (either approximately 100.000 euros, generally taken charges some by the new employer).

; Remuneration The pupils of the ENTPE which profits from the statute of civil servant perceive as of their exit of the school, and whatever the orientation chosen, variable wages between 2000€ and 2300€ Net per month (variation in particular dependant on geographical weighting coefficients).
