National research institute archaeological preventive

The National research institute archaeological preventive or INRAP is a French organization created in 2002, pursuant to the law on the preventive Archéologie of January 2001. It results from the transformation of the Association for the national archaeological excavations (AFAN), association law 1901, in public corporation related to administration.

It is placed under the joint supervision of the ministries in charge with the Culture and Research.

Missions

The INRAP has the roles of detecting (operations of diagnoses) and of studying the archaeological inheritance (excavations) touched by work of town and country planning.

It exploits and disseminates information near the scientific community and takes part in teaching, the cultural diffusion and the valorization of archeology near the general public (publications, exposures, conferences, conferences).

The INRAP ensures finally the financial management of the Fonds national for preventive archeology.

Financing

The INRAP is financed by the royalty of preventive archeology, instituted by the law on the preventive archeology of 2001.

The management of the INRAP is ensured by a Board of directors and a Scientific advice. The members of these two councils are named or elected for three years and cannot exert more than two consecutive mandates.

Board of directors

The Board of directors is made up as follows:
  • a president , selected among the qualified personalities as regards archeology, after opinion named on joint proposal of the ministers in charge for the Culture and Research

  • Seven representatives of the State :

    • the director of the general administration to the ministry in charge of the Culture
    • the director of architecture and the inheritance to the ministry in charge of the Culture
    • the director with research and the innovation to the ministry in charge of Research
    • the director with higher education to the ministry in charge of higher education
    • the director with the Budget
    • the managing director with town planning, the habitat and construction
    • a regional conservative of archeology, designated by the minister in charge for the Culture

  • Two representatives of the research organizations and higher education :

    • the managing director of the National center of the scientific research
    • the first vice-president of the Conference of the presidents of university

  • Two representatives of territorial collectivities , indicated jointly by the ministers in charge for the Culture and Research

  • Two representatives of the public or private people concerned with preventive archeology , indicated according to the same process as the precedents

  • Four members elected by and among the personnel of the INRAP

  • Four personalities qualified in the field of archeology :

    • Two indicated by the minister in charge for the Culture
    • Two indicated by the minister in charge for Research

  • Members assisting with the Board of directors with advisory voice :
    • the managing director of the INRAP
    • the scientific director and technique of the INRAP
    • the Financial Comptroller
    • the accountant of the INRAP

Scientific advice

The Scientific advice includes/understands, in addition to the president of the INRAP:
  • the vice-president of the National council of archaeological research
  • Seven members elected by and among the personnel exerting of the scientific functions in the field of archeology , namely:
    • Two among the personnel of teaching and research exerting their functions in the establishments of higher education
    • Two among the personnel of research exerting their functions in the establishments of research
    • Two among the personnel of the regional Services of archeology
    • One among the personnel of the services of archeology of territorial collectivities
  • Four people chosen because of their competences in the field of preventive archeology :
    • Two indicated by the minister in charge for the culture;
    • Two indicated by the minister in charge for research;
  • Five members elected by and among the agents of the INRAP pertaining to the scientific sector and technical
