National institute of the statistics and the economic studies
The National institute of the statistics and the economic studies ( INSEE ) is the the Institut National de Statistique French.
It is in charge with the production and the analysis of the official Statistiques in France. It is attached, as an head office, with the Ministère of the Economy, Finances and Employment (MINEFE). Its current director is Jean-Philippe Cotis which succeeded in October 2007 Jean-Michel Charpin.
Mission
Constitution and organization of statistics
The principal functions of INSEE are of:- to organize and exploit the Census S of the Population and to publish different the Figures from population in France.
- to carry out investigations (periodic or specific) of general interest near the companies or the households.
- to measure characteristic sizes (levels of Unemployment in France, the Rate of employment, the Incidence of poverty, etc)
- to produce and publish many indices , whose quality is very generally recognized. The price index constitutes the official measure of the increase in the general level of the prices. Other indices are obligatory references for the conclusion or the revision of certain contracts (for example, the revision number of the rents - IRL - built inter alia starting from the index of the cost of construction). INSEE also manages repertories:
- individuals (number of inscription to the national directory of identification of the natural persons, commonly called Social security number)
- of companies and their various establishments (identifiers SIREN and SIRET).
INSEE also ensures the diffusion and analyzes statistical data. It publishes thus many documents, books or periodicals, as well as Microfiche S (for the censuses) and of the cédéroms. It also places many information at the disposal free on its Internet site. To facilitate the access to these statistics, INSEE founded “intermediaries INSEE” in the various French areas whose exhaustive list is available here. The publication of the statistics is done today mainly on Internet.
Lastly, INSEE collaborates for several reasons with the National council of the statistical data.

Missions European and international
Moreover, INSEE is corresponding French of Eurostat, the body European of statistics (which do not work directly in the countries, but always called upon the national bodies), and, more generally, represents France in the international authorities where it is question of statistics. INSEE, in collaboration with Eurostat, harmonized its statistics with the European standards (which it contributed to define).
Teaching and research
The Group of the national schools of economy and statistics gathers the activities of teaching and research of INSEE. It includes in particular:- a University, the National school of the statistics and economic administration (ENSAE), ensuring the formation of the administrators of INSEE, as well as engineers specialized in the field of the statistics, the economy and finance.
- the National school of the statistics and the analysis of information (ENSAI), approved school, which is at the same time a school of engineer forming of the specialists in the analysis of information.
Independence
Eurostat, in an in January 2007 report/ratio, recognizes that “professional independence is a strong point of the culture of INSEE” and that “INSEE is generally regarded as a statistical institute of great quality”. It however recommends an independence with respect to the government “registered in the right”. The letter of assignment addressed by president Sarkozy on July 11th, 2007 to the Minister for the Economy, Finances and Employment, Christine Lagarde, requires of him: You will in parallel engage a reflection on our statistical apparatus, in particular the price index and the figures of unemployment, so that the statistics used by the government to lay down its policy present all the guarantees and reflect really the reality lived by the French.

The creation of INSEE
The National service of the statistics is transformed into INSEE in 1946.It is the finance law of the April 27th 1946 which creates the National institute of the statistics and the economic studies for the metropolis and France of overseas .
Great projects of INSEE
Among the most important current projects of INSEE appear the installation since January 1st, 2004 of new the Recensement of the French population, become annual with partial replacement, and recasting of the annual statistics of companies (RESANE) programs it, aiming at setting up the new annual sectoral investigation near the French companies since 2009, in order to fulfill the European statistical requirements.

Material and hierarchical organization
The central services of INSEE are distributed on two buildings:- Boulevard Plonk in the 14th district of Paris;
- Gabriel Boulevard Perished with Malakoff.
A central library, gathering makes several old libraries, is installed of them in the Malakoff center.
In the areas, INSEE also lays out of decentralized services called “ regional managements of INSEE ”. There exists an interregional direction for the three areas of Guadeloupe, Guyana and Martinique.
