National institute of the audio-visual one
The National institute of audio-visual the ( Ina ) is a public corporation related to commercial industrial and French, in particular charged to file all the radiophonic and audio-visual productions French, same manner as the fact the National library of France (BnF) with the writings.
History
Article 3 of the law of August 7th, 1974: the National institute of audio-visual the is charged " conservation of the files, searchs for audio-visual creation and formation professionnelle".
Created by the reform of audio-visual carried out in 1974 and set up the January 6th 1975, the general framework, legislative, lawful and financial in which Ina ensures its missions is fixed by the State. It has the power to control on its activities, in particular through the presence of representatives of the State and members of Parliament to the Board of directors, the answer to parliamentary questions, investigations and reports/ratios. It receives to finance its activities part of the Broadcasting royalties.
In 1992, the law of June 20th on television extends the Registration of copyright and to the radio, and it is Ina which is the agent. This law gives birth in 1995 to the Inathèque, in charge of the conservation and of the availability of the files of the registration of copyright to the Enquiring S and student S. His opening to the public is effective in October 1998, with the Rez-de-jardin of the Bibliothèque François Mitterrand.
In 2002, the registration of copyright is extended to the chains of the cable and the satellite , then in 2005, with the Digital terrestrial television.
As from September 2006, Ina is in charge of the filing of 17 radio stations and 45 television channels, is a growth of its funds of files of more than 300.000 hours per annum.
Following a work of digitalization of its files, the April 27th 2006 through the operation Files for all , Ina put on line on its site 100 000 files representing 10 000 hours of programs: 80% of the files available on this site are proposed in visionnage free, the Net surfer who can view the first minutes of the 20% remainder. The remote loading is paying according to various formulas (lease or purchase of the program). In 2015, Ina should have digitized the integrality of its Archives.

Missions
Center audio-visual files and banks of digitized files
Ina collection , safeguard , digitizes , restores and communicates the files of the radio and of television Frenchwomen, that is to say more than 70 years of radio operator programs and 60 years of television.
With 3 million hours of preserved radio and television, and more than one million photographic documents, the funds of files of Ina are among most important in the world.
Serials, telefilms, documentary, tv news, news magazines, of sport, emissions of entertainment, talks, fictions radiophonic, concerts… without forgetting the regional files, represent a source of files for the production, the diffusion , the edition , but also the research , the education and from now on for the general public in direct access.
Ina can acquire or accommodate private funds (by ensuring their conservation and possibly their marketing), however its main mission is to collect and preserve two types of funds:

with the title of professional filing , hertzian public channels of radio and television since 1945 (laws of 1974,1982,1986 and 2000): 1.400.000 hours at the end of 2006, including 700.000 hours of radio and 700.000 hours of television,

under the registration of copyright of the radio and television Frenchwomen , programs coming from the whole of the hertzian national diffusers of radio and television since 1995 (law of June 20th, 1992) and since January 2002, of the chains of the cable and the satellite: 1.900.000 hours at the end of 2006, including 1.100.000 hours of radio and 800.000 hours of television. Files known as of the " deposit légal" cannot be marketed, they can only be consulted for research tasks.
To collect nearly 300.000 hours of radio programs and television per annum.
Ina set up a numerical policy of collecting of the images and sounds which, gradually, makes it possible to collect increasingly important funds. In 2009, 100 television channels and 20 radio stations will be collected.
To safeguard and digitize the programs threatened of disappearance.
Parallel to the collection, Ina ensures the physical conservation of this French audio-visual heritage whose supports, often single, are degraded unrelentingly with the wire of time. In 1999, Ina launched a protection plan and of digitalization (PSN) which already made it possible to digitize 300.000 hours of radio operator programs and television. From here 2015, the whole of the funds in danger (835 000 hours) will be treated under penalty of final disappearance. The total costs of this plan over 15 years represent 200 million euros. France will be thus the only country in the world to have saved its audio-visual memory.
To restore this memory.
The increasing demand of images of good quality and the degradation of the funds old make necessary the curative treatment of the materials films, degraded videos and sounds. More than 500 hours are restored each year thanks to in-house software developed in bond with the research teams.

Since April 27th, 2006, the general public has an direct access, in simple consultation or remote loading, with more than 100.000 television programs and radio on ina.fr . This site proposes accesses in particular by key words, dates, kinds and topics. It offers 13.000 hours of audio-visual files on more than one hundred of personalities like the Abbé Pierre, Simone Veil, Jean Rochefort or Yannick Noah. Files are accessible on broad topics like May 68, the conflict with the the Middle East or the French fifteens. Nearly 1000 hours of emblematic emissions of the audio-visual heritage like Five columns with , the slides of the exploit or Apostrophes can also be consulted, but also the integral of the lawsuit Papon, the Masters of the mystery … Historical funds are placed at the disposal of the general public, as well as fictions ( Maigret , the five last minutes …), of the entertainments and magazines ( Old to tend and wood head , Right of reply …), of the sport (the Tennis with Roland Garros , the Cycling with the Tour de France (cycling) , the Rugby), of the tv news and the programs of the French Current events.
This offer must grow rich 5000 hours per annum and extend with the regular opening from sites sets of themes:

Seek and experimentation on the image and the sound
As of its creation, Ina had in load the research, quickly directed towards the development of synthesized images used in particular by the French industry of the cartoon.
From 1982 to 2000, Ina created and controlled the living room Imagina, an annual appointment for the professionals of audio-visual numerical.
From now on, 95% of this research are turned towards the safeguarding of the audio-visual heritage. Thus, Ina is implied in experimentation and research great projects for the safeguard and the protection of the images and the sounds and develops numerical tools necessary to the restoration, the indexing and the marking of the audio-visual documents.
Ina joins company public and private (ECA, France Telecom, Thomson, Thalès…), of the universities and the French and foreign research centres. Since February 2004, the research European project Prestospace , which aims at developing integrated solutions and an industrial approach for work of safeguard and digitalization of the audio-visual files, is coordinated by the Institute. Ina is also implied in the system development of classification and research of the multimedia contents, of techniques of marking of the images making it possible to trace them, of tools for navigation aiming at facilitating the consultation of the files. It also takes part in international projects: the pole of competitiveness Ile-de-France Cape DIGITAL , the European Numeric library, Quaero (multi-media European project of search engine)…
Within this laboratory, the Groupe of music research (GRM) is a place of research, creation and conservation in the fields of the recorded sound and the Musiques electroacoustics.
Producer and editor of programs audio-visual and multi-media
Produced Ina and publishes programs audio-visual and multi-media for the French and international audiovisual landscape.
For thirty years, Ina has produced more than 2000 works (either 1800 hours of programs): 1500 were diffused on television and 200 films were selected in international festivals. These productions (or coproductions) relate to historical figures ( Dante ), policies ( Me, Fidel Castro ), scientists ( Claude Lévi-Strauss ) or artistic ( Chagall ), historic moments ( the saga of the immigrants , a history of French language ) or subjects of company ( Grandir with the college )…
Ina also extends its production to the educational, teaching fields and multimedia: with France 5 for the development of Internet site Side Profs for the teachers, with school editors for the creation of electronic portfolios, or while taking part in the design of the numerical Space of the knowledge, the educational gate of the Minister of education Main road. Its Studio hypermédia is at the origin of innovations as regards interactive programs putting in scene the files of Ina, like ''' [[Stakes for the history of time present] ] and ''' [[interactive Talks] ].
In addition, Ina publishes or Co-publishes sound or video collections recalling the great hours of the radio and television. Out of radio, the collection Ina random access memory contains recitals of classical music, speeches, talks, readings or conferences with personalities (André Malraux, Pierre Mendès France, Georges Pompidou, Michel Foucault…). In television, many collections are devoted to emblematic emissions: the great talks of Bernard Pivot , coedities with Gallimard and including in particular discussions with Marguerite Yourcenar, Julien Green, Marguerite Duras, Francoise Dolto or Albert Cohen. A humorous collection is devoted to emissions like the Petit theater of Bouvard , the Shadoks or Bonne small night the .
For more than 10 years, Ina has published also vidéos for a school public on topics like the music, the cinema, the history, civilization… The majority of the editions relate to the literature (adaptations, analyzes of works, biographies, portraits, theatrical works…). There exists also an interactive DVD Apprendre the TV: the JT .
Each year, the schools and the media libraries order on average 2500 documents. The most required subjects and titles are: Albert Camus , Viper with the fist , the play of the love and the chance , Eugenie Grandet , the business Fixed , the seizure of power by Louis XIV .
Center European formation with the trades of audio-visual and the numerical one
Ina is one of the European actors of vocational training on the trades of the image and the sound. It organizes close to 50.000 days/training per annum , that is to say more than 230 training courses and 200 formations " on mesure". The institute develops an activity of initial training thanks to national and European partnerships. Since October 2007, Ina' Sup , the university of audio-visual and numerical, proposes two masters: Production-editions audio-visual and numerical and Management and conservation of the audio-visual heritages and numerical .
Role with the international one
Pioneer as regards digitalization, Ina intervenes in other countries in order to advise the companies and institutions in their work of safeguard of the audio-visual files. Ina continues in parallel of the missions of solidarity, as in Afghanistan and with the Kampuchea, in order to help these countries to rebuild their audio-visual memory.
The institute is member of the International federation of the Files of Television (FIAT/IFTA), which gathers nearly 180 institutions of filing in 70 countries. At the end of 2004, FIAT/IFTA launched an international call for the safeguard of the world audio-visual heritage.

The funds of Ina (more than 2,5 million hours of files on the whole) gather the sound and visual memory of more than 60 years of our history, distributed in six large collections: the funds cinema, the funds national of television, radio operator funds, photo funds, regional funds and funds of the registration of copyright .
The funds cinema
Thirty years of current events:

" French Current events " filmed between 1940 and 1969 : diffused each week in the cinemas, it shows inter alia the point of view of the Germany and the Vichy government on military operations, the daily life in occupied Zone and the Débarquement.

reports of the magazine Here France devoted to the Free French Army (FFL) and of the turnings carried out by the Allies with London, in Africa, with the the Middle East, in Corsica and North Africa between 1940 and 1944.

the funds of the general Co-operative of the French cinema , is 18 films produced between 1944 and 1963,12 documentary and 6 feature-length films. Example: the Battle of the rail of Rene Clement, preceded with the first Cannes festival of the post-war period in 1946.
The funds national of television

national topicalities or funds " actualités" : the tv news, the data transmission and political debates, magazines, of reports, magazines and sporting retransmissions, diffused by the Radio French Television (rtf) then ORTF, and public television today. Example: the first Tv news created by Pierre Sabbagh on June 26th, 1949.

funds known as of " Production" : the national plans of public television since rtf until today, it covers all the televisual kinds: telefilms, series, serials, documentary, emissions of entertainment, plays, cartoons, magazines cultural or of company, retransmissions of sports events, plays, concerts… as well as the emissions produced or coproduites since 1975 by Ina. Example: the first Tour de France, first emissions of debate ( Problem of government , Independence of the mind ), short speeches of the General de Gaulle, as well as the emissions has equal footings or Five columns with . Other famous emissions of the years 1980-1990, like Apostrophes , Fields-Elysées , Stage 2 or Téléfoot , are preserved there.
Radio operator funds
The first radiophonic recordings go back to 1933 (speech of personalities like Blum, Paul Reynaud, Daladier…). For the period of the Second world war, 4000 sound recordings come from the radios which emitted since Paris (occupied zone), Vichy (free zone) or from outside (the Résistance). After the War, a collection of the emissions was organized: discussions with artists (Breton, Claudel, Giono…), in the concerts of the National orchestra of the Theater of the Fields-Elysées, of the cultural information or variety programmes ( Go to five hours , Sunday in an armchair , Radioscopie , the great investigations …).
Since 1975, the funds is fed daily by the emissions of Radio France: country from here , Tuesday of the theater or the cinema , History on line on France Culture; the Mask and the Feather , Street of the Contractors , the ear in corner , the telephone sounds on France Inter; Euphonia , the morning of the musicians on France Musique.
Photo funds
Evaluated to approximately 1,5 million photographs, dating for oldest from the years 1950, this funds testifies to the first steps of television, when the emissions took place on line and neither were recorded, nor filed: reports on turnings, the work of the engineering teams, the realizers and the artists, the portraits of personalities, and the reports recalling the daily life in France between 1961 and 1974.
Regional funds
Six regional delegations preserve the programs of the radios and regional public televisions. Each delegation develops on average 50.000 hours of files (radio and television) dating, for oldest, of the years 1950.

Funds of the registration of copyright

hertzian National television : TF1, France 2, France 3, Channel +, M6, Arte, France 5. From January 1st, 1995 to January 1st, 2002, it is about the deposit of the programmes of French origin in first diffusion, and a sampling for the tv news, the plays and the sporting retransmissions. There exists also deposit a 7 days pilot each year taking again the one day integrality of diffusion for all the chains. Since January 1st, 2002, all the programs are collected 24 hours a day.

the Television of the cable and the satellite . Since January 1st, 2002, the recording relates to 12 chains: Channel J, Channel Jimmy, Euronews, Eurosport, LCI, MCA, Paris Première, Planet, RTL 9, Series Club, TMC, TV5. Since September 1st, 2003, the collection extended to 22 other chains: 13th street, YEAR Engines, Animal, the Chain weather, Hunting and Pêche, Demain.TV, Encyclopédia, Equidia, Stopovers, Festival, Fun TV, History, the parliamentary chain and Public Senate, Mangas, Mezzo, RFM TV, Seasons, Sport +, Télétoon, Téva, All the History.

Digital terrestrial television (TNT). Since March 2005, the collection of the chains diffused in light relates to Direct8, NT1, NRJ 12, France 4, W9 and TMC-TV. Since October 2005, I-TV, Europe 2 TV, Gulli and BFM TV form also part of this collection.

Since January 1st, 2001, the collection is extended to RFI, the private radios general practitioners and the networks sets of themes nationals. 11 radios are thus concerned: Europe 1, RTL (France), RMC, Europe 2, Fun Radio, RTL2, NRJ, Cherished FM, Nostalgia, RFM, Skyrock.

Disappearances of files : during a maintenance in the emission of Antoine Perraud, Sets of files (France Culture, March 31st, 2007), William Karel points out that certain audio-visual documents and of the notes referring to De Gaulle or with the Guerre of Algeria disappeared from Ina.
