National institute of prevention and education for health

The Inpes or National institute of prevention and education for health is a administrative public corporation (EPA) French placed under the supervision of the ministry for Health.

Created by the law of the March 4th 2002 relating to the rights of the patients and the quality of the health system, it was constituted starting from the transformation of the French Comité of education for the health (CFES) to which it is substituted.

Missions

The institute, which belong to the organizations of health established with the Plaine Saint-Denis with Saint-Denis (Seine-Saint-Denis), account 120 people and is charged to implement the means of prevention and education decided by the government within the framework of its public health policy.

Under the supervision of the ministry for Health, Inpes has the roles:

to implement, on behalf of the State and of its public corporations, the programs of public health,
to exert a function of expertise and council prevention promotion of health,
to ensure the development of education for health on the whole of the territory,
to take part, at the request of the minister in charge for health, with the management of the urgent or exceptional situations having collective medical consequences, in particular while taking part in the diffusion of medical messages in emergency,
to establish the training programs with education with health.

Since the law of the August 9th 2004 relating to the public health policy, Inpes can also intervene in the management of medical situations of urgencies and take part in the formation with education for health.

The relative law with the public health of August 9th, 2004 lays down five national plans whose INPES is in load:

fight against cancer,
fight to limit the impact on the health of violence, the behaviors at the risk and the addictives conduits,
fight to limit the impact on the health of the factors of environment,
improvement of the quality of life of the people reached of chronic diseases,
dealt with of the rare diseases.

Its operational budget, from approximately 100 million Euro S per annum, comes mainly from the State and the Health insurance.

Inpes is composed of four technical directions:

scientific businesses;
development of education for health and therapeutic education;
communication and educational tools;
editions and strategies of diffusion;

as well as administrative office and of an accounting department and financial.
