National grouping studying teaching with the imprisoned people

The national Groupement studied teaching with the imprisoned people (GENEPI) is a Association law of 1901, with nonlucrative goal, without political and nondenominational affiliation. It gathers exclusively voluntary student S intervening in Prison.
Cette association was created in 1976 following the great mutinies of the beginning of the Années 1970.

Objectives

Its objective is double:
  • “To collaborate in the public effort in favor of the social rehabilitation of the people imprisoned by the development of contacts between the students of higher education and the penitentiary world. ” (Article 3 of the statutes)
  • To open the prison universe on the outside world, to give the possibility to students of intervening in Prison, of sensitizing directly part of the opinion to the problems of the prisons in particular and justice in general.
The genepists have a big role of testimony and reflection on the penitentiary Institution.

The GENEPI gathered in 2007, more than 1300 members divided in an about sixty local groups through all France.

Interventions in detention

The interventions in detention of the GENEPI are various types:
  • the students propose school activities thus (FLE, extra teaching, preparation with the various diplomas, foreign languages, sciences)

  • Of other students intervenes for sociocultural activities (drawings, press review, philosophy, language of the signs, information health, data base, movies-debates, Highway code, theater…)

  • the voluntary ones of the GENEPI also organize specific actions which, occasionally, allow animations like film projections, concerts, sporting meetings or training courses of theater within penal establishments.

Actions of information and sensitizing of the public

In order to “take part in the improvement of the economic context, social and psychological of the reintegration of the people imprisoned in France ” (art.4 of the statutes), the GENEPI organizes actions of information and sensitizing of the public. It is then a question of fighting against the prejudices, the reflexes of fear and exclusion which exist with respect to the outgoing ones of prison.

For that of the hundreds of events organsient themselves each year (exposures, movies-debates, conferences, concerts, reconstitution of cell). In the month March-April takes place thus the Printemps of the Prisons and the national Days prison organized with other associations (Red Cross, Catholic aid, FNARS, ANVP, FARAPEJ…).

The voluntary ones of the GENEPI also intervene in school, near the pupils in colleges and colleges.

A review on the prison, the Pass-Walls is also diffused.

Its origin

Following violent riots in the prisons during the summers 1974 and 1975, the public authorities decide to open the prisons and call upon outside contributors. It is in this context that Mr. Lionel Stoléru, then economic council with the presidency of the Republic, is charged to solicit the students.

He organizes a meeting between students and the Prison authorities which will lead to the deposit of the statutes of the GENEPI the May 26th 1976.

An association citizen

Association takes since 1981 (In connection with the Loi Safety and Freedom) of the positions on the prison, justice and on its own operation, thus affirming its independence with respect to the prison authorities.

The GENEPI regularly launches campaigns on the prison near various public: countryside in detention to inform on the Right to vote, countryside near the Parliament surfaces so that they exert their right of access (Day Parliament Prison), investigation near the French into the opinions and representations carried on the prison made in collaboration with researchers (investigation In the shade of the knowledge ).

The Charter of the GENEPI

The Charter of the GENEPI fixes the values of association, that each genepist commits himself respecting.

The vocation of the GENEPI is to take part in the decompartmentalization of the prison by establishing a bond between the prisoners and the outside world.

The GENEPI is without political affiliation nor religious. It is independent of any institution as for its reflection and its standpoint.

The GENEPI, association citizen, attached to the respect of the Human rights, has the duty to give an account of their possible violations.

The GENEPI consists of students exerting their citizenship there. Justice being returned in particular on their behalf, the GENEPI reserves the right to announce its reflection near the citizens and their representatives.

The GENEPI considers that any sorrow must necessarily allow the reintegration in the company.

The GENEPI contributes to the exercise of the right to the knowledge of the prisoners.

In all its activities, the GENEPI is indifferent to the penal past of the prisoners.

The quality of the interventions of the GENEPI requires the greatest dialog with the various partners concerned.

Within the framework of the information and sensitizing of the public, the GENEPI recalls that its duty of testimony is accompanied by the concern of greatest honesty.

The diversity of source of the students who compose the GENEPI is a major asset of the quality of its action.

The action of the GENEPI requires the training of the members of association.

The action within the GENEPI is indissociable of a reflection on the penal system and legal.

The reflection on the action and the policy of the GENEPI must be permanent and carried out by its members.
