National file of the registrations

The national file of the registrations was created by decree of January 20th, 1994 .

Object

It is about an automated treatment of the personal information or not, recorded initially for the establishment and of the management of the authorizations and administrative parts required for the traffic or affecting the availability of those, pursuant to the articles L. 30 and L. 31 of the Highway code. With the evolution of the regulation this one will be used later on at other ends in the field of the fight against road violence (automated control of the goings beyond speed) or against the delinquency (stolen vehicles).

Statute

This file is under the authority and the control of the minister of state, Minister of Interior Department and town and country planning.

Structure and contents of the file

The national file of the registrations consists of a central data base called national file of the cars and departmental files.

Information appearing in the national file of the registrations comes from the information collected by the prefectures during the establishment of the certificates of registration and the file of the stolen vehicles.

The national file

Are recorded in the national file of the cars the categories of following information:

Identification of the holder of the certificate of registration: name, first name, birth date or company name; commune of residence and its code I.N.S.E.E. ;
Identification of the vehicle;
Special mentions (<< stolen vehicle >>, << destroyed vehicle >>, << transferred vehicle >>).

Departmental files

They contain:

When it is about a natural person: civil statue of the owner and, if necessary, the tenant; residence; socioprofessional category,
When it is about a moral person: company name and addresses; Siren number, possibly number of farm;
Availability of the vehicle: inscription of pledge, radiation of inscription of pledge, declaration of flight, regulation of immobilization, pronounced of a seizure, a legal opposition or Treasury with the transfer of the certificate of registration, declaration of destruction, opinion of change or export and date of each one of these events;
Identification and features of the vehicle;
possible Withdrawal of the certificate of registration;
Dates of obligatory periodic technical control.

Access to the files

Have access to these files only competent people: organizes, gendarmerie, Préfecture, but also personal of the companies of insurances or ministry for transport or Industry.
