National federation of the structures of social action, cultural and sporting in the establishments

In France, the National federation of the structures of social action, cultural and sporting in the establishments of higher education (FNCAS), created in 1976, is a moment of reflection, of analysis and evaluation of the project “Life of the personnel of the Public corporations in scientific, cultural and professional matter (EPSCP)”.

Missions

Its missions are to help and advise the establishments of higher education in the installation of a policy of social action, cultural and sporting (ASCS) near their personnel.

Thus the FNCAS places at the disposal its expertise out of matter ASCS in direction of the structures of the EPSCP and the institutional organizations partners (Ministry, Conférence of the presidents of university, Agence of evaluation of research and higher education, Association of the general secretaries, Association of the accountants of the universities,…) and in that:

supports the emergence and the development of the structures of ASCS within the EPSCP with the will to make take part the whole of the personnel;
supports the structures of the EPSCP in their projects in social, cultural, sporting matter and of leisures initiated and developed by the personnel;
assistance structures of ASCS to develop the social link within the establishments;
promotes the ASCS and contributes to the recognition of this one near the institutional organizations quoted previously.

This role of expert leads the FNCAS to have the narrow ones and profitable relations with CPU and the Ministère of Higher education in particular, but also with the Association of the general secretaries (ASG) and the Association of the accountants (AAC). These various partnerships made it possible to show the complementarities between the actions carried out by the State and those controlled within the framework of the establishments.
