National federation of organic farming of the areas of France
The National federation of organic farming of the areas of France (FNAB), was born in 1978 from the will from biological farmers to federate all the bio production. At the time, this one, namely a good thousand of farmers (there does not exist official statistic before 1995) is organized on the basis of about fifteen the private marks who have each one their their control system and schedule of conditions, most famous remaining today Nature & Progrès and the Label Demeter. This disconcerting situation for the consumer was a brake with the recognition with the national plan of this mode of production. This is why, the FNAB takes the party to federate the biological producers on a geographical basis and independently of membership of the producers with such or such mention. The federation is thus organized around the regional and departmental groupings biological farmers and year in year out federates approximately 60% of the agrobiologists.
Topics of work
Regulation
The first topic of work of the FNAB is the regulation. Since the official recognition of the bio by the law of agricultural orientation of 1980, the FNAB is associated with the lawful evolutions which related to the die:- Development of the schedule of conditions tallies of the organic farming
- Homologation of the marks deprived taking into consideration this schedule of conditions
- Création of logo AB
- Installation of the European regulation (payment 2092/91), which related to only the crop products
- progressive Development of the 12 national schedules of conditions for the livestock productions
- Development of the CCREPABF, schedules of conditions complementary to the European regulation which in 1999 was extended to the livestock productions.
- Lastly, critical work on the lawful evolutions recently suggested by Brussels led the FNAB to plan the creation of a private mark in order to have a regulation which is, finally, in agreement with its principles.
Dies
Concerning the dies, the FNAB is not less active. Making the report of a too strong dependence of the producers with respect to the traditional dies of distribution, the FNAB militates for a reappropriation by the producers of the added-value. That does not exclude the long dies since the FNAB has, for example, signed in 1997 a charter with Auchan on the distribution of the meat bio in the stores of the sign. Moreover, the FNAB is partner of the network Biocoop Together on the mark “for more direction”, marks which aims to a right remuneration of the actors of the die and at a greater transparency of the economic relations. For the small ones and the large ones, the FNAB works to integrate the products bio in collective restoration, with a certain success, in particular in the cribs of Paris.
Agricultural policy
The FNAB works with the integration of specificities of the organic farming in the agricultural policies and environmental, in particular in the field of the assistances (assistances with conversion, helps with the maintenance, tax credit). Thus, the FNAB worked successively:- with the installation of the first agro-environmental Measurements (MAE) on conversion with the beginning of the year 90
- with the revalorization of the amounts of assistance carried out at the time of the multiannual plan of development of the bio in 1997
- with the installation of device CTE in 2000, device which will take again the MAE conversion but by increasing the amounts. With this occasion, the FNAB will obtain ministry for agriculture a decreasing scale related to employment: the more the exploitation will be provider of employment, the less the decreasing scale will be strong. It is the first time that a device of assistance related to employment is set up in France for agriculture
- at the installation of the CAD, the durable contract of agriculture, in 2003-2004, which replaced the CTE
- with the negotiation of the program 2007-2013 which gives the possibility to the regional prefects of setting up a help at conversion and a help at maintenance (the FNAB prefers speech of remuneration of recognition: to recognize the social and environmental amenities of this mode of production) which will take the relai tax credit from which the producers bio profit for the years 2006 to 2008.
Partnerships
The FNAB is member of the French Agence for the development and the promotion of the organic farming, the ITAB, the technical institute of the bio and IFOAM, the world federation of organic farming as well as many agricultural collectives and citizens. The current president of the FNAB is Henri Thépaut, market-gardener in Finistere.
