The National federation of civil protection (FNPC) is a association of voluntary first-aid workers Frenchwoman, the purpose of who is:

  • the formation with first aid of the general public (PSC1, in the past AFPS);
  • the sensitizing of the general public to the problems of Civil security, in particular by ralayant the national information campaigns;
  • the formation interns its members: PSE1 and PSE2 (Anciencement respectively AFCPSAM and CFAPSE, even if of large modifications took place) , management, continuing education;
  • To carry out stations preventive rescues on sporting, cultural events (concerts, etc) and festive.
Certain departmental associations take part in the network of public help: in agreement with the Prefecture and the Samu of the department, they carry out the weekends of the interventions of help to anybody in residence and on the public highway: The Civil protection of Paris).

The FNPC was created in of 1965, and was recognized public utility in 1969. It is, of many members and of delivered formation, the second association of first aid in France.

The FNPC created, in partnership with the RATP, a specific training with the helps on the road: the Certificate of additional training to first aid on the road (AFCPSSR), which became a national formation by ministerial decree (decree of the March 16th 1998, Official journal of the April 26th 1998). This training nevertheless is not today given solely by the firemen.

The term “Civil protection” is a generic term meaning “protection of the civil populations in times of peace and of war”, it is found in fact in names of administrations (interdepartmental Service of civil protection in the Préfecture S) and other associations (like the CFSPC, French Center of first aid and civil protection), without there being direct relationship with the FNPC. In addition, the term “civil protection” is very close to the term “Civil security”. In fact, one often makes confusion between this association of law 1901 and the services of the state… Let us recall it, the first-aid workers and monitors of the FNPC are the voluntary ones, like those of other associations.

At the departmental level, associations are called Departmental associations of civil protection ( ADPC ). With Paris, there exist three adherent entities with the FNPC: the ADPC-75, the UDPC-75 and association Civil protection of Paris (PCP); the latter is developed, and it takes part, like other associations of the area, with the network of public helps the weekends (guard within the help centres of the Brigade of the firemen of Paris).

Nevertheless, in one troubles about unit and of reform, many departmental associations are dissolved to make place with a departmental single entity, and became Antennas. There thus does not exist from now on (or will not exist in the long term) only one ADPC per department, organized out of Antenna.

History

The idea of a “Federation of departmental associations of civil protection” dates from the November 15th 1950. The purpose of the concept of “civil protection” then was spread little, these associations were to give to the public a culture civil protection (one would say civil security now).

The very first ADPC is created in 1958 in the Coast-of-North by the civil administrator at the National service of civil protection (SNPC, ancestor of the direction of civil Defense and Safety) Mr. Leon Robine.

In 1965, one counts 26 ADPC; under the impulse of the directive March 18th 1964 of the Prime Minister Georges Pompidou, those decide to create the National federation of civil protection by organizing a general meeting with Paris the December 14th. This assembly also includes/understands some groupings non-ADPC but active in the field of civil protection, in particular the Old ones of Nainville and the French Secouristes Cross-white. The first president is Doctor Lepestre.

In 1968, the FNPC counts 54 departmental associations, representing a manpower of 31  701 members.

In 1969, the FNPC signs a convention with the National research institute and of safety (INRS): the FNPC takes part in in-house trainings under the 1% of continuing education. The FNPC is recognized of public utility the November 14th by decree of the Minister of Interior Department Mr. Raymond Marcellin, (Official journal of the November 20th). The National association of the monitors and instructors of first aid (Anims) joined the FNPC.

In March 1973, the National union of associations of first-aid workers and rescuers postal and telecommunications authorities (UNASSPTT) and the road National committee French adhere to the Federation.

In 1975, it is with the tower of the National federation of the Radio hams to the service of the Civil security (FNRASEC) to join the FNPC, then in 1978, the French federation of the swimming teachers rescuers.

In 1979, the FNPC counts 100  000 active first-aid workers who take part in 3  139 rescue stations and carry out 2  436 interventions; it forms 4  800 réanimateurs (BNS mention reanimation, ancestor of CFAPSE), 1  222 first-aid workers obtain the mention “help road” of the BNS (ancestor of CFAPSR), 543 exercises or competitions of first aids are organized.

In 1984, the FNPC created general-purpose groups of intervention (GPI), teams of voluntary made and equipped to come to assistance of the disaster victim of disasters natural or industrial to France (ancestor of the specialized operating teams - EIS).

In 1986, the FNPC chooses behaviors oranges with blue shoulders, international colors of civil protection, and the vehicles must be of yellow color.

In 1998, the FNPC in collaboration with the RATP creates a new diploma, AFCPSSR, an adaptation of the gestures of first aid to the road accidents; this diploma becomes an official diploma.

During the summer 1999, the FNPC takes part in its first international operation in co-operation with the ministry for the Businesses foreign, with the Balkans mission, for the assistance of the refugees of the war of the Kosovo: participation in logistics with Rinas, the airport of Tirana (Albania), and management of refugee camps in Republic of Macedonia (camps of Stenkovac).

December 26th, 2004, the teams of the National federation of Civil protection left to Sri Lanka and to Thailand to come to assistance of the disaster victims of the tsunami.

Teams are égalements intervened at the time of the innumerable natural disasters and technological in France such as for example: attack in the Parisian RER, Explosion of factory AZF, floods, oil slick of the Erika, supports with the populations, dealt with of survivors of fires from buildings in Paris…

Vehicles and held

Today, the vehicles white are marked of broad band orange framed of two small blue bands. The orange band is marked “Civil protection” in capital letters as well as the logo of the federation. According to departmental approvals, they can also have gyrophares or flash blue as well as sirens type 2 or 3 let us tons. In Paris, the vehicles of standard Civil protection VPSP (Vehicle of Help to Anybody) will have, because of its enabling SAMU and SDIS, the facility of standard passage vehicle of general interest (Ambulance) but not standard vehicle of priority general interest (Police force, SMUR, Sapeur-Pompiers, etc).

The behaviors became blue pantone with an orange band of 2 cm on with dimensions ones of the pants. The sports shirts are blue pantone with a marked orange band “Civil protection”.

According to the nature of the mission, the first-aid workers can be provided with boots with standard lace “rangers”, of a belt of fire, and even of a F2 helmet.

Civil protection in Paris

Until 1998, the Police headquarter (PP) employed, of the voluntary first-aid workers as well as frees-lance within a system called Service interdépartemental of civil protection (SIPC). Following the example firemen volunteer - concept not existing in Paris and in the small crown, help and fire protection organization being ensured by a military body the Brigade of firemen of Paris (BSPP) - these frees-lance carried out guards the weekend. The SIPC was attached to the general secretary of the zone of defense of Paris since October 1992.

On injunction of the Court of Auditors making following a report/ratio of the General inspection of the administration (IGA), the Police headquarter has dissolves this device and the first-aid workers were ventilated between the association S of first aid; the majority gathered in an association founded before and called Secourisme and civil protection of Paris (SPC Paris) then renamed Civil protection of Paris (PCP) , and attached to the FNPC.
