National federation of Radiotransmetteurs to the service of the Civil security
The National federation of Radiotransmetteurs to the service of the Civil security ( FNRASEC ) gathers Radioamateur S and some ear-phones, which voluntarily put at the service Civil security in the event of crisis such as the Plan ORSEC.
Origin
The World Administrative Conference of Telecommunications (WARC 1979 in Geneva) confirmed in its resolution RSBN increasing importance of the participation of the Radio ham S in the acts of safeguard human life.
The recommendation UIT - R M 1042 of October 23rd, 1993 recommends to the administrations to encourage the development networks Radio ham S organized and structured such those of the FNRASEC.
The World conference of the radiocommunications 2003 specifies (Article 25-3/2): The stations of amateurs can be used to transmit communications in source or bound for third people only in emergencies or for the helps in case of catastrophe. The administrations are invited to take the necessary measures to authorize the stations of amateur to prepare in order to meet the needs for communications for aid operations in the event of catastrophe.
Under the terms of a convention dated June 27th, 2002, the Ministry for the Interior, represented by the Director defense and Civil security, Senior official of Defense, recognize in the FNRASEC one structure allowing the Radio ham S of Metropolis and the DOM/TOM to take part officially in this mission of safeguard.
Organization
The National federation is an association Loi 1901, created in 1972 with ask Ministry for the Interior, made up of Departmental associations and Territorial create by it.
They are ADRASEC for the departments and ATRASEC for the overseas territories from which the action extends in extreme cases from a department or of a territory, except exceptional exemption granted by national office.
France is cut out in zones of defense gathering a certain number departments. For each zone a person in charge, elected by the presidents departmental, with the load of the administrative management of the ADRASEC of its zone.
Each ADRASEC or ATRASEC gathers members Radioamateur S (95%) or ear-phones (5%). On the whole it is nearly 2000 voluntary which thus bring their assistance to the Civil security in the event of crisis.
Operation
The Federation is managed by a made up council elected members including/understanding the persons in charge of zone, the persons in charge of commission and administrators.
The executive office is composed of a president, a vice-president, one general secretary and of a general treasurer elected officials for one year.
Technical commissions bring their assistance to the good performance federation: commissions technique, relay and frequencies, rewards, formation, communication, material, data processing and international relations.
The FNRASEC represents a mobile infrastructure annexes, of detection and of transmissions. Its activation exclusively raises of the Prefectoral Autorité or main road.
Within the framework of the law n° 2004-811 of August 13rd, 2004 of modernization of the civil security , the FNRASEC has an approval Civil security National and International delivered by the Ministry for the interior and town and country planning

Missions
Plan ORSEC
During the release of a Plan ORSEC, the role of the FNRASEC is to establish, and to exploit the transmissions networks.
Plan SATER
The plan SATER is the search for aircraft in distress by listening and localization of beacons of positioning by processes of radiogoniometry.
Plane Private individuals of Intervention (pi) and Plane Specialized Private individuals (PPS)
The Rasec are more and more often associated with the prefectoral exercises aiming to the installation of pi and PPS: nuclear power, seism, cyclone, snow, pollution, help with the speleologists…
Their assistance in the field of the transmissions always is very appreciated.
Means
The service amateur has 33 wavebands of 1.8 MHz with 250.000 MHz. This variety of frequencies makes it possible to adapt to all reliefs on ground and under ground (example of the help to the speleologists) and of to cover the longest distances.
Transmission of images, thanks to the practice of the Television amateur, can appear an invaluable tool of decision-making aid.
