The National council of water (CNE) is one of the advisory authorities which in France contribute to the operation of the Démocratie.
Il is qualified in the field of the Eau by the way whose it delivers opinions on the texts and governmental plays. It is the authority of the policy debates preliminary to the definition of the policy of water. Jacques Oudin (Adviser-Master with the Court of Auditors, Vice-president of the General advice of the Vendée) is his current (in 2007) president.
Function
The CNE delivers opinions justified on all the questions concerning the water and/or concerning law of 1964 and chapters I to VII of the Code of the Environment, for example about large the regional Aménagement S, and the problems common to several committees of basins or agencies of water.
Legal nature:
It was instituted by article 15 of the law on the water of December 16th
1964, modified relating to the mode and the distribution of water and the fight against their
Pollution. It does not have any capacity of décision.
C' is the Prime Minister who names his president.
Operation
The CNE joined together in five 5
“colleges” 82 holders and 82 substitutes) representatives for users, associations, communities, the State, and the qualified people, as well as presidents of the committees of basin.
