National council of the statistical data

The National council of the statistical data (CNIS) is an organization French in particular in charge of the dialog between the users of information, the public services and certain producing public services or private of statistical data.

It was created in 1984 like a reform of the National council of the statistics going back to 1972. Its characteristics were specified by the decree n° 2005-333 of April 7th 2005 relating to the National council of the statistical data and the committee of the statistical confidentiality .

Organization

The National council of the statistical data, between two assemblies pleinières, includes/understands:

* the office

* comity of the dispute of the statistical surveys obligatoires;

* comity of the label of the investigations statistiques (created in 1994) which examines the statistical projects of surveys of the public statistical producers: mainly INSEE and statistical services of the ministries.

* the national commission of the economic nomenclatures and sociales charged to hold up to date the economic and social nomenclatures official.

* the national commission of evaluation of the census of the population in charge of the evaluation of the methods of collection of the information collected at the time of the Census of the Population.

* comity of the secrecy statistique (two sections); in 2004, it granted 255 enablings at the requests of 66 investigating organizations.

* the specialized trainings (13 in 2004) and work groups establish by the office and in charge of tasks of expertise.

Committee of the label of the statistical surveys

This committee examines the statistical projects of surveys of the public statistical producers: mainly INSEE and statistical services of the ministries. This examination checks that the project of investigation has an opinion of opportunity delivered by one of the formations specialized quoted below and that it presents guarantees as regards statistical quality and that it was the subject of a dialog with the had a presentiment of users. If the examination is satisfactory, the committee delivers a label of general interest and statistical quality. Only this label allows the inscription of the investigation the official program published each year in the Officiel.< Newspaper! --exploitation, at ends of general information, data resulting from the activity of the administrations, public agencies and private organizations in charge of a public service and transmits its recommendations to the National council of information statistique. --> In 2004, it examined 60 investigations.

A general secretary and an assistant general secretary carry out his office and Council Decisions.

The annual report of activity is adopted at the assembly pleinière chaired by the minister in charge for the economy and is addressed to the producing services of statistical data.
