National council of regulation of the audio-visual one
The National council of regulation of audio-visual (CNRA) is an independent authority Senegal ease of “regulation of audio-visual media space”, created by the law of January 4th, 2006.
History: the HCA
The CNRA was preceded by the High council by radio-television, then by the High council of audio-visual by law 89-09 of February 11th, 1998, under the presidency of Abdou Diouf, during the second mandate of Habib Thiam, Prime Minister.The High council of audio-visual performed all the functions before reserved for the High council of radio-television by the law n° 92-26 of February 7th, 1992 relating in particular to the electoral code.
Its missions were of:

to guarantee the independence and the freedom of the information and the communication of the audio-visual mediums;
- to take care, in the respect of the safeguarding of the cultural identities, with the objectivity and the respect of balance in the data processing conveyed by the audio-visual mediums;
- to take care of the respect of the equitable access of the political parties, the trade unions and the recognized organizations of the civil society to the media of State under the conditions fixed by the laws and payments in force;
- to fix the rules concerning the conditions of production, programming and diffusion of the regulated emissions of the audio-visual mediums at the time of the electoral campaigns;
- to support, promote the free one and healthy competition enters the audio-visual mediums
The HCA was composed of eight personalities, including seven chosen by the President of the Republic, the majority starting from lists of three names which are presented to him. The eighth was a member of Parliament chosen by the president of the National Assembly. The president and the members of the High council of audio-visual were named by decree for one six years duration. Their mandate was not renewable. They could be revoked.
The three presidents of the HCA were Sheik Tidiane Sarr, magistrate: of 1992 with…, Babacar Kébé, magistrate: of… with 2001 and Aminata Cissé Niang, lawyer: from 2001 to 2006.
The political actors, trade-union, of the civil society or quite simply the citizen, taken individually, could seize the High council for purposes of a complaint if they felt injured by a treatment made by a audio-visual body public or deprived by letter addressed to the HCA whose seat is located at Dakar, to the 15, Immeuble Fahd, Boulevard Djily Mbaye.
New institution, the CNRA
August 1st The first president is Nancy Ndiaye Ngom.
