The National bank of solidarity for autonomy , is a national public corporation related to administration.

It was created by the law n°2004-626 of June 30th, 2004 relating to the Solidarité of the elderly and the handicapped people modified by the law n° 2005-102 of February 11th, 2005 for the chance and equal rights, the participation and the citizenship of the handicapped people (known as Loi handicap).

The case contributes to the financing of the accompaniment of the loss of Autonomie of the elderly and the handicapped people by pouring with the departments a contest with the financing of the Personalized allocation of autonomy and service of compensation.

It distributes between the areas and the departments the appropriations of the health insurance intended for the financing of the establishments and medical-social work departments accommodating these people.

She plays a part of expert for the development of the national reference frames of evaluation of deficiencies and the loss of autonomy like for that of the tools for appreciation of the individual needs for compensation. She animates the network of the département houses of the handicapped people.

The resources of the case are consisted the contribution " solidarity autonomie" from 0,3% on the salaries and wages, an additional contribution of 0,3% on the incomes of the inheritance and the products of placement, a fraction of 0,1% of the products of the generalized Social contribution and a contribution of the modes of health insurance to the title of the National target of the expenditure of the health insurance (ONDAM).

Placed under the supervision of the ministers in charge for the social action, the social security, and the budget, the case is equipped with a council, a scientific advice and a director named by decree.
