National agency for the urban renovation

In France, the national agency for the urban renovation is a industrial and commercial public corporation created by article 10 of the Loi of orientation and programming for the city and the urban renovation of August 1st, 2003, in order to ensure the implementation and the financing of the national plan of urban renewal .

It is placed under the supervision of the minister in charge for the Politique of the city which fixes the general orientations of its action.

The decree of February 9th, 2004 and the decree of March 20th, 2007 (NOR: SOCV0710791A) bearing approval of the general payment of the ANRU specifies operation the establishment.

Authorities

  • a Board of directors made up of 24 members (representatives of the State, organizations of the social housing, local government agencies and personalities qualified), chaired by the deputy Gerard Hamel.
  • a Committee of Engagement under the presidency of the Managing director of the ANRU, currently Philippe van of Maele, composed of 8 to 13 members (representatives of the State and the organizations of the social housing).
  • a Territorial Delegate, the Prefect, represents the ANRU at the local level in each department. It is assisted of an associated Territorial Delegate, the DDE.

Objective

The general objective of the agency is to accompany by the total urban projects to transform in-depth districts:
  • By reintegrating the districts in the city;
  • By creating social diversity in the habitat;
  • By introducing co-education by the diversification of the functions (trade, economic activities, cultural and of leisure).

It represents One-stop shopping intended to simplify the procedures of financings.

Financial means

The ANRU is financed with parity by the State and managements and labor.

Taking into account the provisions of the Law Right To the Opposable Housing (DALO) of March 5th, 2007, which had door from 5 to 6 billion francs engagements of the State, an endorsement was signed with the managements and labor of the 1% housing brought together within the Union of Social economy for Housing (UESL) on June 27th, 2007 for an amount of an additional billion euros to the convention of financing of the ANRU.

The means of intervention of the ANRU are thus carried from 11 to 12 billion (June 2007).

The conventions validated by the ANRU until the month of June 2007 made it possible to engage of the renovation projects urban in more than 400 districts, for nearly 30 billion euros, in order to improve quality of life of more than 3 million inhabitants.

The endorsement signed on June 27th, 2007 with the Ministry for Housing and the City will make it possible to carry the total of renovation works urban to 42 billion euros and will relate to some 4 million and half of inhabitants in approximately 530 districts.

Projects adopted or financed by the ANRU

The ANRU finances, atfluctuating rates according to the projects and the financial capacity of the speakers, of many renovation projects urban which concern, to the 2007, 508 districts accommodating: 3110517 inhabitants . The entire amount of work envisaged rises with: 33390441755 € .

The Seine-Saint-Denis is the department more concerned with the action of the ANRU. Thirty of the forty communes of the department are concerned with officially agreed projects or being negotiated with the ANRU, accounting for approximately 12% of the total of the sums devoted by the Agency to the assistance to the ailing districts.

According to the stopped figures in September 2007, the ANRU signed 20 conventions with the cities, covering 31 districts distributed out of 17 communes. This figure, it is necessary to add the territorial contract of urban renovation signed in January 2007 between Plaine Commune, Anru and the State, which defines the principles of intervention on the 8 communes gathered by the Community of agglomeration.
