The National advisory commission of human rights (CNCDH) is a governmental authority French created by a decree of the Foreign Minister in 1947 (J.0 of the March 27th 1947). It from now on is subjected to. It is charged to clarify the action of the government and the administrations concerning the respect of the Human rights.
It names initially advisory Commission for the coding of the international law and the definition of the rights and duties of the States and the Human rights then advisory Commission of international law and, finally, National advisory commission of the human rights .
It acts as force of proposal, to contribute its share to the development of bills or payment, and in reaction to actions initiated by the government or of the laws voted by the Parliament.
Placed under the authority of the Prime Minister, it is chaired by Joel Thoraval. Its opinion can be either solicited by the services of the Prime Minister, or by initiative.

The members designated at a rate of their functions are named until the end of their mandate within the latter. The others are named at unlimited duration, until voluntary resignation or of office (if they cease being assiduous with work of the Commission).
