In France, the diagram of installation and management of water (WISE) declines on a system or hydrographic unit scale Aquifère the main trends laid down by SDAGE. It was founded by the Loi on the water of January 3rd, 1992.

The WISE one is worked out by a local Commission of the water (KEY) which includes/understands representatives of the State (25%), local government agencies (50%) and users (25%). Among the users, one can find consumers' associations, and/or of environmental protection, and/or residents; … etc Historically, the first users concerned with this provision of the law, were the fishing .

The WISE states the priorities to be retained, by holding account

of the protection of the watery natural environment,
of the needs for development of the water resource,
of the foreseeable evolution of the rural areas,
of the urban and economic environment,
of balance to be ensured between the various uses of water,
and of the economic constraints.

To make a really operational tool of it, the interested territorial collectivities can join in a local community of the water which generally takes the form of a mixed trade-union or of a Territorial Public corporation of Basin.
