William Howard Taft , born in 1857 and died in 1930, is the twenty-seventh President of the United States of America. He is elected for a mandate, of 1909 with 1913.

He succeeds Theodore Roosevelt whose popularity remains strong after having left the presidency. Taft is a good administrator but its lack of charisma does not attract the popular vote to him. It finishes third in a three-cornered election vis-a-vis the former president, Roosevelt, which founds a dissenting party and with the democratic candidate, Woodrow Wilson.

Biography

William Taft is born on September 15th, 1857 in Cincinnati, in the State of Ohio. His/her father Alphonso Taft, one of the important members of the Republican party, was a secretary with the War and Attorney General under the presidency of Ulysses S. Grant before being appointed ambassador in Austria-Hungary and Russia. He was freemason.

William Taft makes her studies at the university of Yale then specializes in right and is allowed at the same time with the bar of Ohio in 1880 as it starts a political career which it dreams to finish while sitting at the Supreme court of the United States. His wife, Helen Herron, which he marries on June 19th, 1886, does not appreciate her lack of ambition and pushes it towards stations more in sight.

Thanks to his competences of lawyer and under the pressure of his wife, the president William McKinley, names it, in 1900, with the head of a commission intended to organize a civil government with the Filipino under protectorate of the the United States at the end of the Guerre Spanish-American. Of 1901 with 1904, he is the first civil governor of the Filipino .

He plays a central role in the starting of the government and of the institutions of Philippines but there remains persuaded that the inhabitants are not enough mature to exert only the power. Philippines will remain under American control until 1946.

In 1904, the president Theodore Roosevelt appoints it secretary with the War, posts which enables him to become its right-hand man because it continues to deal with protectorates of Philippines and Cuba, it supervises the construction of Panama Canal and carries out many missions abroad for him.

November 3rd, 1908 he is the candidate of the Republican party chosen by Theodore Roosevelt to succeed to him and he beats the democratic candidate easily.

Presidency

1909

March 4th: nomination of William Howard Taft as a twenty-seventh chair of the United States of America.

December 1st: Taft breaks the diplomatic relations with Nicaragua and supports the rebellion by the sending of American troops.

1911

August 22nd: Taft uses its veto against the admission of Arizona as a State of the Union. The disagreement relates to a clause of the Constitution of Arizona which authorizes the reference of the judges, and thus subjects them to the legislative power.

1912

November: Taft was chosen by the Republican party to present itself to a second mandate. Theodore Roosevelt, disappointed by the policy followed by his successor, decides to represent himself and founds a dissenting party. The dissension between the republicans will make it possible to the democrats to carry the election.

Foreign politics

The policy of Taft is called “political dollar”. Taft seeks to develop the investments abroad and the international business to increase the influence of the United States in the world. He does not hesitate either to use the force to protect the American interests in Latin America as in Honduras and Nicaragua.

Interior policy

Taft is the continuator of the policy of Theodore Roosevelt, in particular in the fight against the large industrial and financial conglomerates. Its lack of charisma will be worth to him to be released by the progressists within his own party what will prevent it from being re-elected. However it will have succeeded in increasing the federal capacity through an agency charged to control the trade between the States and which will be seen entrusting the jurisdiction of the means of communication of the time: telephone, telegraph and radio. By supporting the passage of one amendment to the Constitution which institutes the income tax, it makes it possible the federal government to finance its action (the budget of the government, until, was fed there primarily by the customs duties).

Policy concerning the civic rights, the minorities and immigration

During its mandate the femininist movement for obtaining the right to vote develops which will lead to the drafting of the 19th amendment. It is not the same for the vote of the blacks of which the rights are, de facto, restricted by laws defining of the conditions of education and taxation to be registered on the electoral rolls.

Policy partisane

Theodore Roosevelt, very popular, refuses to represent himself in 1908 after having practically exercised two mandates. He promotes in his place William Taft which, with its assistance, beats the democratic candidate easily William Jennings Bryan. Throughout its presidency, Taft will have to face criticisms of the liberal republicans who continue to regard former president Roosevelt as their true chief.

With the election of 1910 only some States founded a system of primary elections. The majority of the delegates are thus named by the apparatus of the Party. Thus Roosevelt, supported by the republicans progressists, who represents themselves vis-a-vis Taft will not be selected as candidate whereas it gains the primary educations. Roosevelt will create a dissenting party, the Party progressist, and is presented against Taft to the presidential election. The division of the republican votes involves the victory of the democratic candidate Woodrow Wilson.

Reprocess

Of 1921 with 1930, Taft sits as a president of the Supreme court. In order to make it possible the court more effectively to work, it defends the passage of “Judges Act” of 1925 giving to the Court preeminence in the businesses of national importance.

Taft dies on March 8th, 1930.

Anecdotes

William Taft is the first president to be devoted to the golf and to popularize it.

The Taft April 14th, 1910 opens the season of baseball while launching the first ball. Traditionally all the president make some as much since.

Taft was obese, it weighed approximately 175 kg. It was found wedged in the bath-tub of the White House and one did not have less than six people for extracting some.
