Mugur Isărescu

Mugur Isărescu is a Rumanian economist born the 1949 with Drăgăşani in the Judeţ de Vâlcea.

Graduate in 1971 of the Academy of economic studies of Bucharest, it then worked at the Institute of International Saving in this same city during 19 years.

After the revolution of 1989, it worked at the Rumanian Ministry for Foreign Affairs and the embassy of Romania in the United States, before becoming on September 1st 1990 governor of the national Banque of Romania.

It is appointed the December 16th 1999 Prime Minister, but it must then leave its functions after the defeat of the coalition to the capacity with the léglisatives elections of November 2000. It is with him that it returned to start the negotiations of accession of Romania to the European Union, negotiations which its successors Adrian Năstase and Călin Popescu-Tăriceanu continued.

It presented its candidature for the presidential elections of 2000, where it obtained 9% of the voices to the first turn, thus causing a duel between Ion Iliescu and Corneliu Vadim Tudor with the second turn.

During the period when he was Prime Minister, the Bank of Romania was directed by the first vice-governor Emil Iota Ghizari. Mugur Isărescu returned to occupy the armchair of governor as of his departure of the government.

Mugur Isărescu is one of the Roumanians most known and estimated in the circles of international decision makers, it is the only Roumanian besides has to belong to the Trilateral Commission. He also forms part of the Club of Rome. He is the author of a plan of economic reforms which started again the Rumanian economy grace in particular to an intelligently led monetary policy, plan which he implemented as well in his functions of Prime Minister as in his functions of gouvenor of the National Bank: its detractors show it to be occult a Prime Minister since 1990, directing an institution which has its personal program; its partisans stress that it is this policy which saved preserved the Rumanian saving in worse shocks still, such as those to the end of the Années 1990 in the close Bulgaria. Its role can be compared all things considered with that which with played Leszek Balcerowicz in the Polish transition.
