Montlignon

Montlignon is a common French, located in the department of the Val-d'Oise and the area Île-de-France. Its inhabitants is called Montlignonnais (be).

Located in a relatively boxed valley of the Forest of Montmorency and in spite of its progressive integration at the Paris and its suburbs, the commune with the marked residential character preserved its village structure with, around its place and of its fountain, the town hall, the church and the schools, in a green and not very dense environment of orchards crowned by the forest.

Geography

Montlignon is a small commune in residential matter located in the Vallée of Montmorency, with 18 kilometers in the north of Paris. It is located in a small “canyon” exposed to the south, surrounded by the Forêt of Montmorency on the heights which it separates in two equal parts.

The commune is bordering on Saint-Price, Eaubonne, Margency, Andilly and Domont.

Geology

The village rests on a sandy ground which surmounts a layer of marl. It protects the subjacent layer of gypsum from the water infiltrations, preventing its dissolution what allows its underground working. The infiltration and surface waters, retained by the marl, form a named underground layer “perched tablecloth”. The latter, by buffer effect, delays the freezing of the ground in the event of temperatures lower than 0°C.

Hydrography

The communal territory is crossed by two small rivers: the Ru of Enghien and the Ru of Corbon .
The Ru of Enghien length a 14,2 kilometers is born in forest in the North-West from the commune and is thrown in the the Seine after having crossed, having channeled essentially, the territories of Eaubonne, Enghien-the-Baths and Épinay-sur-Seine and having fed the pond of hunting upstream, in forest, then the Lac of Enghien downstream. The Ru of Corbon is also born in forest in the west from the village before joining the Ru of Enghien with Montlignon, with height of 149 rue de Paris, after a course of 3,9 kilometers.

The commune is fed out of water by the station of treatment of Méry-on-Oise, managed by the company Veolia Environnement. The drinking water with Montlignon is of very good quality bacteriological, containing few Nitrates, being little fluorinated and become relatively little Calcaire since the installation of the Nanofiltration in 1999 with the factory of distribution. Communication network

The most important ways which cross the commune are two roads secondary.

The secondary Road 144 connects Montmorency to Saint-Leu-the-Forest by the north of the Vallée of Montmorency while following a East-West axis. Heraldic

History

Montlignon is a progressive deformation of Moulignon , name of the village until the 18th century. The origin of the name would come from Latin mollinum , small mill, which seems confirmed by the existence attested several water mills on the course of the Ru of Corbon.

The village is attested in 1099 under the name of Métiger, when Raoul Deliès, count de Pontoise, give his rights on this last and the village close to Turn (become Saint-Price) to the Saint-Martin-of-Fields abbey. The name of Moulignon appears for the first time in 1148. At the 12th century, the seigniory is repurchased by Suger, abbot of Saint-Denis, which preserves it 1122 at 1151. Following an exchange in 1294, the Fief becomes the property of the family of Montmorency. In 1470, the village counted only twelve inhabitants.

Among the other lords, one can quote Monseigneur Pierre de Moulinoux towards 1271, Jean de Hangest until in 1379, Charles V, who yield it to the chapter of the Ste Chapelle de Vincennes, and various religious orders.

Montlignon was the seat of a royal bailliage, and would have enjoyed a relatively important legal role. In 1542, the existence of a prison is attested. It is demolished in 1768 and is rebuilt with the angle of Grand' street (street of Paris) and of the Pigis lane (gone Lucien-Simonnet). It is especially used to hold the communal assemblies to with it.

The east municipality creates in 1787 per edict of Louis XVI.

The population strongly increases during the 19th century, passing from 130 inhabitants in 1792 with 883 with the census of 1901. With the second turn, the voters voted to 86,0% for Jacques Chirac against 14,0% for Jean-Marie Le Pen with a rate of abstention from 16,5%, result higher than the national tendencies (respectively 82,21% and 17,79%; abstention 20,29%).

With the referendum on the constitutional treaty for Europe of May 29th, 2005, Montlignonnais approved with a vast majority the European Constitution, with 61,85% of Yes compared with 38,15% of Not with a rate of abstention from 23,64% (whole France: Not to 54,67%; Yes to 45,33%). These figures are contrary with the departmental tendency of the Val-d'Oise (Not to 53,47%; Yes to 46,53%) but higher than the results franciliens (Yes 53,99%; Not 46,01%).

With the presidential election of 2007, the first turn saw arriving at the head Nicolas Sarkozy with 42,68%, followed by Francois Bayrou with 23,66%, Ségolène Royal with 16,24%, Jean-Marie Le Pen with 9,08%, no other candidate not exceeding the threshold of the 2%. The second turn saw arriving at the head Nicolas Sarkozy at a very strong majority with 68,27% compared with 31,73% for Ségolène Royal (result national: respectively 53,06 and 46,94%).
