In France, a monitor of higher education (shortened in MY ) indicates a Enseignant not-holder Doctorant exerting in higher education. The management makes it possible the Doctorant to profit from first track records of teacher-researcher.
One counts in 2005,6510 monitors, that is to say a little less than 2200 postes/an.
Description
The functions of monitors can be occupied by Doctorant S holders of a allowance of research or of a similar contract.According to decree 89-794, the monitors are engaged by the chief of establishment for one duration not exceeding the duration of the contract of remuneration of the doctorand. At the end of the first year of functions, it can be put an end to the contract of monitor by the chief of the establishment.
A monitor must teach sixty-four work hours directed or four twenty sixteen work hours practical or any equivalent combination in first cycle or exceptionally in second cycle during each academic year, which is equivalent to the third of the annual load of a temporary Attaché of teaching and research or of a University lecturer. They cannot carry out complementary hours in theory, even if exemptions can be granted jointly by the directors of the educational establishment and the center of initiation to the higher education to which they are attached. The monitors perceive a monthly allowance not subjected to reserve for pension of 335 euros rough (decree of the 30-10-1989) (either 4025 euros/an).
The contract of monitor is a one year old contract tacitly renewable twice , which corresponds to the three years that is supposed to last the preparation of a doctorate. It is possibly renewable third once while justifying of a valid reason and with the agreement of the reader and the directors of the educational establishment and the center of initiation to the higher education to which the monitor is attached. Beyond, it is not renewable.
The managements are managed and allotted by the centers of initiation to higher education which propose additional trainings with the doctoral formation.
An experiment of three year old monitor is regarded as a two years seniority for the monitors reaching a station of University lecturer, and is regarded as an asset in recruitment competitions at these stations.

The monitors must be titular of a allowance of research of State education or profit from a comparable contract.
Recruitment
The stations available are published at the beginning of school year by the CIES (September/October) and the candidates are recruited on file by a commission of teachers of the establishment concerned. The commission then carries out a classification of the candidates, who will be then selected in this order according to the number of stations available.
Differences with the statute of free-lance
A doctorand can carry out the same type of teaching as a monitor, under the statute of Vacataire (subject to agreement of its employer if necessary). It is however paid less: 2530 euros gross per annum for the same quantity of teaching (January 2006), and does not profit from the formations specifically open to the monitors. They are ten days, organized per annum by the CIES (or, partly, of external training courses validated by the CIES) who are counted like workdays, from where the difference in wages . Moreover, the universities are held to provide hours of course to the monitors, which are members of the teaching body of the university, until their making have a complete service, whereas they can recruit frees-lance, which means that the latter have priority for the attribution of hours of teaching. The free-lance does not have on the other hand a constraint on the minimal number, nor on the establishment where they are carried out.
